The most immediate issue is that the second ability keeps affecting the card even after you've searched for it. So if you find a Desperate Ritual for example you can just immediately go infinite. Counterspells just keep being recurred etc.
The secondary issue is more of a personal issue in that searching opponents libraries is often very tedious for all players. The opponent just sits there and the person searching has to go through every card which often just means 2 minutes of dead time in a game which is just bad design overall.
I think if you cast another player's spell (which can be done by things like Spelljack already) it goes to the owner's graveyard, and so the second ability of the card is not relevant.
I agree looking at and shuffling multiple libraries is tedious, so I'm positioning this card for playgroups were most people know each other's libraries and cards. A fix could be that you are allowed to search exactly one player's library instead of all.
I assume you mean the replacement effect of exiling instead of going to graveyard. As with all replacement effects, you choose which one to apply and then the rest don't matter. Because the card went to exile anyway it doesn't matter which replacement effect put it there, the rest of the ability applies just fine.
If you imagine some interaction with the other part, there doesn't appear to be any.
Additionally, the spell is still moved to the stack before being exiled again, so you still can't spam it because it's no longer 'that card' once it leaves exile, if that's what you're asking.

I'm not sure if this works. It's a replacement effect, but the card wouldn't go into your hand anyways due to rule 400.3 of the MTG comprehensive rules "If an object would go to any library, graveyard, or hand other than its owner’s, it goes to its owner’s corresponding zone."
This rule is worded as a replacement, but since it's a rule I'm not sure if the rule itself is actually a replacement effect. If it is, then rule 616.1 apples...
"If two or more replacement and/or prevention effects are attempting to modify the way an event affects an object or player, the affected object’s controller (or its owner if it has no controller) or the affected player chooses one to apply, following the steps listed below. If two or more players have to make these choices at the same time, choices are made in APNAP order (see rule 101.4)."
So, since the card would both go to its owner's hand and into exile, its owner would choose, and presumably choose for it to go into his or her hand.
Again, I'm not sure this wouldn't work, and I would appreciate outside input, but I don't think the golden rule of 'card trumps rules' apply here since they don't directly contradict.

It's a functionality change in how it interacts with cards like Sadistic Sacrament; you can no longer use it to exile cards from your own library if for some reason you wanted to, and more importantly you can use an effect like that to grab cards. I think that's niche enough not to be overpowered, though.

Its an easy fix, instead of " If you do, exile all cards found this way instead of putting them anywhere else" "If you do, exile any cards that would be put anywhere other than the battlefield." I'm not 100% on that wording but it should fulfill the intended goal.

Well, it's optional, so it only stops those effects if you choose to.
