Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. I really like Commodore Drigo. It is an interesting four color design that can support its mana base through its ability. I think this could be a 4/4 without being too powerful, this would make the design more simple (four power, four toughness, four CMC). There are a lot of interesting synergies with this card including affinity/metalcraft support.

Dinosaurs don't care about creature swarms - and Merfolk as well (in Ixalan) have this air of growing big with +1/+1 counters rather than going wide.
I'd prefer if this cared about "total power of attaking creatures" or "greatest power among attacking creatures" rather than "number of attacking creatures". It could even change "put it ito your hand" to "draw a card and put a +1/+1 counter on ~" to pay tribute to that.

Funnily enough, I was going to give double strike to Drigo, justified by him having a cutlass and rapier both in his art, but I liked how Saskia the Unyielding used two keywords each from a different color pair, and sought to replicate that elegance here. I have considered combat damage triggers for Zali; a particular favorite of mine is Double strike-curiosity. But I wanted to convey the flavor of Merfolk helping summon Dinosaurs while also leaving room open for interaction with other types of cards.

Well, it seems like it wants something else to set it apart - and just getting to invest into a single Treasure for jumping through the hoop (you even have to pay for it!) doesn't quite seem outrageous enough.

Point taken. Revel in Riches would be a popular card to include in Drigo Commander decks, then. But of course that would be the case anyway. Incidentally, the whole reason I put the mana payment in there is to keep it from looping with Leonin Elder and any other artifact-triggered lifegain.
