I feel like Pirates are missing out on something to make them more playable in Commander. While they have some range of cards, most are low curve aggro guys who can't pack a punch late game due to not being able to trade with the big baddies of EDH, or not being able to return from the graveyard to keep fighting.
I myself love playing decks with cards that can reanimate themselves or other cards, and so I began to brew up a Pirate who could make use of calling back your dead pirates from the graveyard.
Ghost Ships were always a spooky myth for the pirate day and age, and what's spookier than the Captain himself?

Being able to get back your crew (although they're a little ghastly now, but they always were at heart) makes those little pirates a bit more useful in the long run. After the board wipes that are foreshadowed in every EDH game, it's nice to have some reassurance that your pirates won't stay dead for long.
I like that this synergizes with Ixalan's pirate ability: raid. If you can just cast them back, making the unfavorable attack to enable raid becomes less painful. Also works well with ETB Treasure making.

3 colors and only affects pirate cards. Seems just fine to me. I'd switch the creature types to be Pirate Spirit unless you think Spirit Pirate sounds better. I'd also like to see another piratety ability if you can come up with a good one. Argh!
EDIT: What about reducing the captains cost by 1 for each Pirate in your graveyard? Or maybe for each Treasure you control? Or maybe a Raid reduction?
