First, there is no "Standby Phase" in MTG. This isn't Yu-Gi-Oh! You're probably thinking of the upkeep.
Second, the emblem ultimate technically doesn't make sense because its ability is a state-based ("continuous" might be a more familiar term) ability, so it has no target. This might be more appropriate: -9: Choose a player. You get an emblem with "You and permanents you control have protection from the chosen player."
Third, the -3 needs to specify if the cards are put on the bottom in any order or in a random order.
Fourth, Teferi's usual schtick with his cards involves time magic (think untapping permanents, giving things flash, etc), which I don't really see here. That said, I think the teleport in the +2, the one-sided Teferi's Puzzle Box in the -3, and the permanent limited Teferi's Protection might be appropriate anyways, but I'm not entirely sure.
@Etherium Sage Considering the +2 is basically time magic as the attacking creature is flung into the future, it still fits Teferi. The only change that can be made to make it even more appropriate is having the attacking creature phase out.

It's kinda what I meant by "might be appropriate anyways", as teleportation can also be through time.

Hard to judge it's strength, but it does feel like a Teferi card
After reading all the responses, i've made this changes...
1) Fixed the wording in the parts you've suggested...Thanks for helping me there
2) -3 ability now reads as intended, plus, removed the extra card draw from it...I guess just drawing as many cards as you place on the bottom of the library should be more than enough
3) +2 ability completely changed to something more teferish(?
