Target opponent separates all permanents that player controls into two piles. Then you separate all permanents in one pile into two sub-piles. Then that player sacrifices all permanents in one sub-pile.
Sphinx Oracle is missing power and toughness. Hard to evaluate without that. "That player" is a little confusing -- players don't put cards into other player's hands ... maybe "defending player chooses a pile. Put all the cards in that pile into your hand." You don't need to mention piles for the remainder of the effect.
Divide and Conquer -- Shouldn't this be called "Drawn and Quartered"? Who's choosing the pile of cards that gets sacrificed?
Mazerunner: Seems like this could be a 3/3 for 1UR.
Divide and Conquer: Even though you can't sacrifice a permanent you don't control, i think it would still be best to specify who chooses which pile to sacrifice.
