This is an idea for a Krark legendary creature card, along with a new legendary artifact representing his journal which formed the basis of the Cult of Krark. Since his most famous card is associated with coin flipping, I figured I'd tie into that with these two cards.

Legendary Creature - Goblin Artificer
Haste T: Flip a coin. If you win the flip, draw a card, otherwise sacrifice ~ and search your library for an artifact card with converted mana cost 2 or less, put it onto the battlefield, then shuffle your library.

Whenever you win a coin flip, put a lore counter on ~.
Whenever you lose a coin flip, remove all lore counters from ~, then draw a card for each lore counter removed this way.
And yes, I would consider making a silver-border Krark that interacts with die rolling somehow.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Krak is obscenely overpowered. At the very least, he's a 1cc draw machine. At worst, he's a 1cc tutor and put into play any 2cc artifact. There's no reason not to play it 4x in almost any deck with red, even if you don't have artifacts, you can swap a few mountains for artifact lands.

Red shouldn't get straight up card advantage that is this strong. These designs should do "red draw" (exile top card of library, until end of turn it can be cast) or it can rummage (discard a card, then draw a card).
Hmm, perhaps add discard as a cost to Krark's ability?

my only quibble is that it's odd how the losing side of each feels more like a win
That's actually the modern design approach to random keywords (in black border), in that all results of a random event should be beneficial in some way. Whether the "best" result in a given situation applies to losing or winning the flip doesn't really matter when it's a 50-50 shot anyways.
Krark doesn't seem that over powered. Sure its card draw minus the discard effect, but its risky card draw. If you want to keep drawing cards, Krark can't lose the flip. As for tutoring? Yeah its 2 mana artifacts being cheated onto the board, but you had to lose a coin flip to tutor that up which means you still have a 50% chance of getting that to happen. If you want more reliable card draws or tutoring you would need to fetch a Krark's Thumb as your first artifact.
As for the Writings of Krark, the trick is to either get just as many or more wins as/than losses. If you lose on the second time in a row, you draw nothing.
Krark, if as a real card and first iteration, would probably be called a "breath of fresh air" for mono red commanders as it can act as a unique toolbox card that red never had or considered before. Which should be what a legendary does. It takes the design space and creates something new while staying within its color(s).
