So let's say I siphon mana from one opponent from another card, does tapping my permanents for mana will give me one more mana, similar to what Mana Flare/Heartbeat of Spring does, but for your all of your permanents? If so, does Siphoning mana from each opponent function like having one of those enchantments for each opponent? (i.e. If I have 3 opponents, does tapping permanent for mana give me 3 or 1 bonus mana?)

How Siphon is supposed to work is that it lets you add one mana of any type an opponent you're siphoning from can produce whenever you tap a permanent for mana. This stays at one mana regardless of how many opponents you're siphoning from (so it doesn't get too insane), but you have more options in the type of mana that is. For example, if opponent A has all colorless mana sources, and opponent B has all red, if you siphon from opponent A alone, whenever you tap a land/mana rock/mana dork, you have to add colorless in addition to the normal mana. If you used that same ability twice to siphon from both A and B, when you tap your mana producer, you get to choose between colorless and red mana to add in addition.
I hope this makes it clearer, and suggestions on improving the reminder text or simplifying this mechanic would be welcome.
Why is this so bad in multiplayer? How likely is it that there is a permanent each player controls? That's not even possible. Should be "an opponent controls" if you want a simple variant like Exotic Orchard or "for each opponent... that player controls" if you want something more like undaunted, but that's greedy, too. (EBWOP: So apparently you want the Exotic Orchard wording.)
I really don't get keywording this specific action. If siphoning itself was the mana ability, then that would be a different matter. And imagine having multiple siphon activations... each increases your mana output rate by usually 100% per siphoned player, so even the most simple variation of this is Doubling Cube shenanigans.
Have you considered rewording this to " : Permanents you control get 'Whenever you tap this permanent for mana, siphon an opponent.'"? I'm not super-thrilled about this either, but it's at least not outrageous in the amounts you usually want to use a keyword action in.
