Though I like Memory Lapse a lot, it's probably too much to drop it's cost to U, even with the restrictions. I can't see these seeing print, but I could at 1U.
Memory Lapse makes it seem like putting on top of owner's library should make a Counterspell cheaper, but since it's last printing we've come to the consensus that robbing the opponent of their next draw on top of the spell's effect is powerful, and cards that do it have been bumped up by about 1 mana.
If these returned the countered spells to their owner's hand instead I think that they would be fine but as is I don't think these would see print as the are right now. Being able to counter almost anything ( even if it I'd only abiut half of the card pool) and break even on card advantage through disruption for two mana is very powerful even at two mana and I can't see these being a thing with the flexibility of each only being a single mana.

Sidetrack is too strong for standard and limited. Sidetrack should probabaly be bumped to uncommon. but that just fixes limited. I'm not sure how to fix it for standard, as I think memory lapse is perfectly fine and increasing sidetrack's cost by 1 makes it rather bad.
Postpone is fine.

These seem really good to me but when I analyze custom cards I am usually way off
