Sacrifice a permanent: You lose two life.
I first thought a sac that just lets you sac stuff for no real gain would be fun but after thinking about the card it seemed a little too broken. So I added the you lose life as the effect. Maybe the life loss could be one instead of two.
Eh, despotic scepter had it's uses (other than destroying things that the opponent got control of). Given that despotic costs 2 and had to tap, this is fair... if niche as hell.

Anyway, Claws of Gix is the better comparison - also used for a combo outlet, but one that wouldn't kill you for going infinite.
Sac outlets that don't cost any mana to activate are strong. This is such a sac outlet that Trinket Mage and Tolaria West can tutor for.
It would require very specific deck-building needs but I can see this finding a home in commander. Perhaps an Oloro deck that has permanents it wants to die reliably / not be exiled. This is also a way to get rid of drawback enchantments in black-red.
