I designed this card as part of a theoretical Commander product themed on planes, in particular the four current most popular planes in the game: Mirrodin, Ravnica, Zendikar, and Innistrad. Each deck would capture the primary feel and mechanics of its plane, and use the most appropriate colors to represent those themes and mechanics.
Mirrodin URW - Artifacts, especially those that use charge counters or are creatures or Equipment. Blue is the top choice for this theme, while red and white care the most about Equipment. Red also seems like a good color for caring about charge counters, alongside blue.
Ravnica WUBRG - The ten multicolor guilds. It wouldn't feel right to not allow all ten guilds to appear, so this deck is WUBRG.
Zendikar GUR - Landfall, first and foremost, alongside mechanics that want to use the extra mana for ramp like Kicker. Green is the de facto land color, and red stepped up to become the secondary landfall color. Blue has the ability to bounce your own lands, thereby letting you reuse those triggers, and can untap lands, aiding with ramp. A lot of Zendikar's ramp spells happen to be instants and sorceries, which blue and red like to interact with.
Innistrad WB - Creature death, graveyard themes, and light tribal. White is the primary Human color of Innistrad, and black best represents the monsters the Humans struggle against on a regular basis. I did consider green for the deck as it would allow for more Morbid cards, provide better ramp and color fixing, and would encourage more Delirium support, but I feel keeping the deck WB makes for a tighter, more coherent package.
Feather would be a sublegend from the Ravnica deck. During the events of Krenko's story, Feather was released from her prison; now she is presumably on the run from the Boros Legion. What she will do next remains to be seen; she could conceivably join up with the Gateless movement as other Boros angels have been known to do. Or she may seek to defeat Aurelia and reclaim her position as guild leader of the Legion, having previously succeeded Razia.

This design was intended to give Boros aggro a slightly different angle; the symmetric Angel tokens give your opponent some choices to make:
Block Feather each turn with the token, allowing your token to slip by and attack
Block your token on your next turn, allowing Feather to connect
Don't bother blocking either, instead attacking with their token
Option 2 by default appears the most ideal, as Feather deals less damage than the token per attack. However, if Feather is your commander, that 3 points of damage becomes commander damage which wins faster than getting hit ten times by a single token. Other factors can also play a role, such as whether you possess removal in your hand or you have a life lead significant enough that you can afford to get hit in exchange for getting to attack. And of course the Feather player can also build around her ability in different ways such as using Anointed Procession to double the number of tokens you get or using Warstorm Surge to deal damage off the tokens ETB, either to remove the opponent's tokens or to simply deal damage to the opponent faster. There's some risk, some reward, and plenty of potential for strategic plays and counterplays.

Of the three options you listed the third doesn't make any sense. There is no reason not to block at least Feather as neither will die in combat.
Did you intend on making your angel token attacking? Because as is, it first creates a convenient blocker, on the second attack it probably dies to the double block from both tokens, leaving you with two tokens and your opponent two tokens. This is really bad.
If you meant to put your token into play attacking; its more interesting but it is still to easy for your opponent to take the hits and kill her with the tokens you give them.

I'm honestly not a fan. I think I would like it much better if it were more Rattlesnake Oriented, maybe like:
Whenever a player is attacked by one or more creatures you don't control, that player creates a 4/4 white Angel creature token with flying.
That could work for a Feather who's in charge of the Boros, like between the original Ravnica block and RTR. Not sure whether I'd prefer Renegade or guildleader.
I like the idea, but I'd rather she be 4/5 so she can take down the token she creates if they decide to block.
That mitigates the aforementioned double blocking issue, but it also makes her considerably more threatening. She should be decently strong, but if she's on the run, her stats should probably be a little lower to encourage the player to be cautious.

Without altering the numbers, I think you could make this into a very interesting political multiplayer card by changing the text "defending player" to "target opponent."
This way you can use the free Angel as a bargaining chip and sow unrest in your opponents' ranks, which seems appropriate for a regenade and rabble-rouser.
Perhaps the opponent creates a token whenever Feather deals combat damage to them or to a planeswalker they control? Or she could have a super cheap mana cost, offset by the drawback of giving each opponent an Angel token when she enters the battlefield, reminiscent of the Hunted cycle from Ravnica. Though personally I'd like the design better if Feather at least gives you Angel tokens too, representing her rallying the Gateless Angels who, like her, are ex-Boros.
On a side note, am I the only one who sees potential in Ravnica 3 featuring ten Guild rebels who each seek to reform their guild in some manner? Feather, Teysa, and Mazirek all already fit the bill.

I like the Renegade idea a lot! I'm just not sure how to do it.
I very much like the idea of her being big enough to take down a token she creates and live. Feather was at one point the highest ranking angel of the Boros; she'd be a formidable opponent which is why fighting against her would rally support. And when she was inevitably overwhelmed by her former allies, she'd have raised a host of resistance in the process.

Of course, this has the potential to become ridiculous fast. If the opponent multiblocks, you get an Angel token for every blocker. So, obviously you slap Lure or Nemesis Mask onto Feather and watch as your opponent's army bears down on our unfortunate Firemane only for her own army of reinforcements to show up and bear down on your opponent in turn.
I still like the idea of symmetric tokens, one for your opponent to represent Feather being hunted, one for you to offset that obvious disadvantage and possibly to represent her allies among the Gateless.

Which is a net loss, since it evens out but they aren't doing anything to get it. And they can attack with it first. And it blocks, kills, and survives the next swing. Why does she need to be weaker than the token? How is Feather so dangerous, yet somehow weaker than literally a generic angel hunting/ rallying behind her?
It's meant to convey that she's on the run, and to make the Angels pursuing her seem more threatening while also providing some support via Gateless Angels. Plus she's included in a deck with a face commander that gives her +1/+1, making her a 4/5 which can comfortably trade with the tokens. And you can build around her in various ways to mitigate that built-in weakness; use anthems to make her and your Angel token stronger, use triggered effects like Impact Tremors, use token doublers like Anointed Procession, etc. It's not hard to derive advantage from her abilities.
You can block their Angel token with your own. They trade, no net loss for you since the opponent was already 3 life points down. Alternatively, you leave your token open to attack while maybe dealing with their token some other way, and you can swing for 7 the next combat.

Yeah, but as a subcommander, she's pretty bad on her own. Some generals need support to be good. She needs it to not be worse for you than your opponent. That isn't compelling design
I mean, I kinda don't think "the police are after you and your life sucks" is actually a good hook to base a general on? Maybe find a different starting point?
It started when I thought of a Ravnican character fans have wanted to see get a card, and I immediately thought of Feather. I started with a card depicting her during her brief tenure as Boros leader, but thought that a more present day card featuring her as a renegade on the run would be more interesting.
