That's not even the least of it. Most basics can be counted as common because they have black set symbols. I'm more worried about whether or not the card defines rarity by printing or by the "pauper method" of cards permanently being all rarities they were ever printed at.

Your second point about different sets has nothing to do with what I brought up. Maybe I should explain in a bit more detail. Larceny has been printed at both rare and uncommon. Modern Masters sets have a number of cards that have been reprinted at different rarities from their original printing. This card seems intended to fetch 4 different cards, does it allow you to fetch a Mercadian Masques Larceny and an Eight edition Larceny because they ave two different printed rarities? Yes, I know its put out there as a promo, but just because something doesn't have to conform to black border rules doesn't mean its text shouldn't be clear about what it means.
Willow's fix goes a long way to answering that, as it makes the card function much more in an unset style that cares about the printing of the card, and it is clear about what it means. It covers all possible rarities, and handles the multiple printings at different rarities aspect. If the original intent was to allow for fetching the same card at different rarities, you could just cut out the "don't share a name" part.
Now, separately from your post, I agree that the mana cost should be higher, as this card single handedly tutors for combos, and even for a just for fun card that's too powerful at 6. As an alternative to raising the CMC, you could also make it search up cards based on how much black mana you spend. E.G.

Not sure about the formatting. One bonus is that this would also indicate that there are more than the 4 commonly known rarities, as you can fetch 6 if you spend 6 B. I believe that the way its written means basics are counted as common due to color, so in addition to the 4 main rarities you also get purple for timeshifted and white for Ice Age (because that snowflake is clearly white).
I think there's still room for improvement here. I'd like this as a Holiday Promo.

Well, your point is that caring about rarities would result in two cards with the same name being not identical to the rules, but Dandân has been printed in Arabian Nights and Time Spiral among others. Before errata reprints of card from Arabian Nights were distinct to City in a Bottle. Maybe the rules can be adjusted that each card counts as each rarity it was ever printed in if you want to circumvent that, but I suppose that that's not the intent anyway since it's as silver-bordered as Rare-B-Gone.
The easier solution is not to care about rarities.
