She's very squishy for what she does. Kaalia of the Vast and Geist of Saint Traft work as well as they do because the former has evasion and the latter is all but guaranteed to attack at least once. I think haste would definitely help, at least to start.
Seems overpowered as heck to me since she doesn't typically give opponents a chance to react at sorcery-speed like Elvish Piper would but costs only 1 more mana. She also effectively gives the creature she brings in haste.
She wouldn't break the format, but she would basically be a second Kaalia and rapidly wear out her welcome with the casual EDH crowd after people use her for T3 eldrazi or whatever.

It didn't originally have the haste, but Ragnarok suggested giving her something additional.
Honestly, I like her, a lot. I think the thing to do would be make her bigger. I think 5/5 would be do able, with no secondary abilities, or smaller and make her indestructible (I think that would be funnier anyways.... a little 0/1 that pumps out big beasts (No necessarily creature type :P).

Also, I'm not sure how the creature count is appropriate, since Mayael (who has similar abilities to Cylia in the lore) doesn't care about that. What I'm getting at is that Cylia is meant to be a loose variation of Mayael (in that she helps you to peel 5+ power creatures off the top and put them into play). Being similar to Kaalia is just a side-effect.
I get what you're saying, but I think that in the interest of making cards that aren't too similar to each other, adjustments have to be made. Mayael-Kaalia isn't really a meaningfully new card.

I'm not saying that adjustments can't be made. I'm saying that I have an intention with this card, and I'd prefer that was kept in mind when putting forward suggestions.
