Delphia is one of Kruphix's oracles, blessed with the ability to see both the past and possible futures, though she cannot see her own future. She was raised under the teachings that the future, like the past, is immutable, every action predestined and part of a grand design. However, she once foresaw a disaster so terrible she felt compelled to take action in hopes of preventing it, despite conventional wisdom telling her that such a feat was impossible. To Delphia's astonishment, she actually succeeded in averting the disaster she had foreseen, challenging everything she had been raised to believe. This revelation caused her spark to ignite, bringing her to a world where she learned a very different perspective on time: that the future is ever in flux, every action, every change redirecting time's flow.
Delphia finds herself conflicted as to whether her gift is meant merely to help her understand the future and to accept it as it will be, or if it is meant to warn her of dangers yet to come and to give her a chance to change the future for the better.

+1: Look at the top card of each opponent's library, then scry 1.
-3: Draw a card, then put up to one target card from your graveyard on top of your library.
-7: Each player shuffles his or her hand and graveyard into his or her library, then draws seven cards.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
It seems fairly week. Compare it to Saheeli Rai who would see no play other than combo shenanigans. What about making an emblem for -3/-4 that makes all opponents play with their hand and top card of library revealed. Sort of a real information grab to give her flavor about knowing the future.

+1: Look at the top card of each opponent's library, then scry 1.
-2: Return target card from your graveyard to your hand.
-X: Reveal the top X cards of your library. You may cast a nonland card with converted mana cost X or less from among them without paying its mana cost. Then put the rest on the bottom of your library in a random order.

I think green-blue will remain for a while the color combination for which designing another X-waler feels least intriguing. I don't know how much the similar plus ability helps.
I'm not a fan particular at a repeatable ability to peek at your opponent's draw. Too much known information removes depths (an issue also with cheap selective discard spells and cards like Courser of Kruphix).
The ultimate of the latest version seems like thebest thing to put on a planeswalker design-wise of the proposed abilities. The -7 seems like it would have been better if you (re)started with an advantage.

Sounds like Tarkir to me if she stayed with the Temur who refer to the future as the "unwritten now". Their ability to not only perceive the future as predetermined but also have a sense for multiple alternate presents should make for a nice philosophical clash.

Planar Chaos was not a mistake neither was it random. You might want to look at it again.

I like the idea of giving her an X cost similar to Nissa, Steward of Elements as it plays off Kruphix, God of Horizons's mana storage ability.

Finally a good white villain quote: "So, do I ever re-evaluate my life choices? Never, because I know what I'm doing is a righteous cause."
