Just a weird design I've been messing with. Any thoughts?

Feels like it should be UB, since it ultimately forces the sacrifice of an opponent's creature (unless this is intended for time spiral block, which had a significantly different color pie).
It should say "If you do, that creature gains vanishing." in place of "Creatures your opponents control with time counters on them gain vanishing."
I think I stuck with red because of Time Spiral cards like Rift Elemental. Are time shenanigans no longer in red's pie?

Time shenanigans 100% are in red's pie, it's just outright creature destruction that isn't. This should be tricolor if you're going that way with it.
Do you think this fits best as a Grixis design? I mean we've seen blue have destruction with stuff like Pongify and red having it in Obliterate. I'll grant these are rare cases, but Grixis strikes me as way more evil than something like this. Perhaps it'd need a total flavor overhaul then.

Essentially stealing your time in this world away, flavorfully, sort of a la the Weeping Angels, is extremely evil. Red does mass destruction like that occasionally but only destroys creatures when it's destroying basically everything else (Apocalypse, Worldfire, more recently Star of Extinction), and Pongify is "transmogrify" rather than "destroy" in terms of function - it's a pseudo-Polymorph, which blue does do. This does not replace/change the creature and it is not on a mass scale. Needs black, period.
There is nothing mechanically Red or Blue about this card. It is a roundabout way of forcing your opponent to sacrifice creatures. The time flavor can add blue and/or red but the mechanic demands black.

Three reasons
-The vanishing sticks around after Essence of the Hourglass dies, so the time counters will actually matter a lot more
-You can't put time counters on your other creatures that do nothing. It feels like they should get vanishing too if you do that and it's not like you want to do this anyway so the added disadvantage doesn't really matter.
-It's shorter
I also think this should be part black like others have suggested. The card also seems pretty weak given how slow and how easy to kill it is. Could easily be:
