I'd suggest giving it Raid and have it trigger at the end of turn, which clarifies the wording (and doesn't give you a card during your second main phase, weakening it a bit more.)
Just to clarify, this and Coastal Piracy do similar but different things.
Coastal Piracy triggers with each attacking creature dealing combat damage, so if you have 4 creatures dealing combat damage, you get to draw 4.
This triggers for each player that's taking combat damage from your Merfolk creatures. So in 1v1, you get just 1 draw even if you hit your opponent with 100 Merfolk.

This is fine and it's not particularly strong, although it's good. It's an anthem effect, but a 4 drop, it presents the opportunity to draw an additional card each turn, but that isn't inevitable. Maybe this could be a 3/4

Well that's the idea. I'm aware that Merfolk are strong as a tribe as it is.
Not to mention it has the exact same mana cost and effect as CP and is attached to a 2/2 body and is an anthem on top of that.
