If a nonland permanent would enter the battlefield and it wasn't cast, exile it instead.
I'm not sure what a decent mana cost for this would be, so I put it at its current mana cost. Also, in the case of mana cost reduction and mana cost changes, I believe that you can still cast the cards with the changed costs since you're still paying the mana cost. That's the intention at least.
This is a really narrow hoser. It's strong against certain decks but costing 2WW makes it hard to use against, well, those particular combos.
Compare Containment Priest. The Priest is a strong card, but it's generally considered fair - and it has a bunch of advantages over Enforced Honesty, like flash and having a body. This card could safely cost 1W because it's a comprehensive hoser for a very particular strategy, much like Rest in Peace is. As a rule of thumb sideboard cards should be easy to cast.
The first thing that stands out to me is that the current iteration doesn't allow lands to enter the battlefield. Since lands are never cast, they will always be exiled once this is down. Not sure if you want that but, if not, change the clause to be "if a non land permanent..."

Well the immediate issue is that your second ability will exile any land that would enter the battlefield. You may or may not want to make it non-land, non-token depending on your goal, but non-land at least.
The first ability seems kind of awkward to me. I'm not sure how it would interact with suspend cards like Ancestral vision that have no mana cost or how it interacts with As Foretold. I would probably template it similar to Trinishphere, but that doesn't work with cost reducers and such.

I figure if this was a thing, it would be the same way effects that prevent you from casting Suspend spells interact, which is that the Suspend cards just remain in exile. For cards like As Foretold and Omniscience, you simply can't cast the card that way. You have to pay the mana cost, and if an effect (for whatever reason) forces you to cast stuff without paying their mana costs, you can't cast anything at all. At least, that's what I'm aiming for.
