Does the "anywhere" clause force it to check the battlefield anyways so that it could be worded thusly?:

What exactly is incorrect? He wanted this to apply to any creature at any time. For it to work with creatures that were not in play he needed to add "card".

While "anywhere" includes the battlefield the difference between the two lies mostly in the distinction between creatures that enter exile as "creature cards" and other types of creatures e. g. tokens and permanents that animated and are noncreature cards once they are no longer on the battlefield (e. g. a land animated with Hydroform).
You can use the rulings for Lazav, Dimir Mastermind as reference (though half of them refer to the copying aspect of Lazav's ability).
