Prevent all concombat damage that would be dealt to The Unquestionable.
If you would shuffle your library, instead shuffle it, then look at the top 5 cards and put them back in any order.

^ I know this is a weird creature type selection, it goes with the illustration.
Inner-Eye Explorer - You're treading dangerous rules ground with that ability. Of course, a static ability that happens to contain instructions for an action (a la Sphinx of Jwar Isle) is nothing like casting a spell during the resolution of another spell. Definitely good stuff for Johnny-Spikes.
The Unquestionable - Sure, big fatty with a marginal but strong draw filtering ability and removal-proofing. Solid. I'd prefer a 3WU and 4/4 or something, and it's odd that he doesn't have a personal name; "The Unquestionable" flavorwise sounds like an Avatar or somebody rather than a mortal sorcerer.
Inner-Eye Explorer - This is a fun little Jny/Spike card. Great design. I wonder if a U cost 1/1 could help it interact better with Fetchlands.
The Unquestionable - Change the last wording to "When you shuffle your library, look at the top five cards, then put them back in any order." You could even try something simpler like Scry 3 if you wanted.

When reviewing custom cards / sets, I look for (a) flavour, (b) function, and (c) cohesiveness, generally through a risk focus.
Inner-Eye Explorer is very scary with Food Chain combo decks. I doubt it'd be too much of an issue in non-EDH formats but it's there. Love the design though.

This is an exceptional design. Great for an expert level set.
I would suggest Flying over Prowess, but a 2/3 w/o keywords would be acceptable as well (different creature type, I think).
I think this probably began as something that let you play said spells - that'd be acceptable at mythic or something (maybe it'd come into play with 3 +1/+1 counters, let you exile one each time you shuffled, and then remove a counter to let you play an exiled spell as though it was in your hand).
Still; excellent design. I'd be interested in seeing a black version of this that lets you stock your graveyard with creatures, and maybe a white one that let you pay a cost to tutor enchantments out while doing so as well.
A+ top notch good stuff.
