Licia, Sanguine Tribune costs 1 less to cast for each 1 life you gained this turn.
Double strike, vigilance, lifelink
Pay 5 life: Create three 1/1 white and black Vampire Soldier creature tokens with vigilance and lifelink. Activate this ability only during your turn and only once each turn.
I replaced the first strike with double strike to make her more dangerous as a beater and to make the lifelink more effective. What inspired me to do that is the fact that she has two swords in hand. I also gave her vigilance because I like when Soldiers have that ability.
I also changed her activated ability to spawning Vampire Soldier tokens; I assume she's a military tribune, which was basically a military leader assigned to a portion of the troops. The troops in this case would be the tokens. Also the tokens can help keep her relatively cheap with their lifelink if she gets sent back to the command zone.
I also thought of adding an Archangel of Thune-type ability for Vamps, but that might be too much.
Seems a bit arbitrary to be buffing her when we haven't even seen how she plays yet...
Granted, 4/4 for CMC 8 is pretty underwhelming, but she's not really CMC 8 just like Autochthon Wurm isn't really CMC 15. When her minimum CMC is 3, it becomes a lot harder to justify a 4/4 First Strike Lifelink, let alone upgrading to Double Strike and Vigilance. Anafenza, the Foremost is a much fairer comparison here.
You seem interested in the card as-is to at least some extent; just run some repeatable life gain effects like Pristine Talisman, Tablet of the Guilds, and Sun Droplet and I'll bet she's more powerful than you think. The other 99 cards of the deck are there for a reason.

On paper, she can cost 3, but I'm not sure how often that can be accomplished, and the payoff of investing that much into making her that cheap may not be worth it. Also I gave some capabilities of going wide with her activated ability if the Voltron route doesn't pan out, and as I mentioned, the mobs she spawns in this version actually help in keeping her relatively cheap by having lifelink themselves.
I can change the double strike back to first strike, and even remove the vigilance if that's really too much, but the activated ability is what I really want to improve.
I'm not saying it's impossible to build a decent deck around her as-is, but IMO, the only things she really has over Karlov as a life-gain commander is that she allows red and the vampire type.

Why get rid of the lifelink? Is it to avoid her fueling her own 2nd ability?
Other than that, this seems interesting. I think we should have had a Boros commander like this long ago.
Picked one keyword for each colour. Chose Vigilance over Lifelink so that she can attack and tap, and because in lifegain.dec it's easier to give her Lifelink through other cards rather than Vigilance.
