I got this idea for a Commander specific Clone that copies your commander. To allow it to see play in any deck while also keeping it balanced, its mana cost and color identity always matches those of your commander.
Commander's Decoy
Artifact Creature - Shapeshifter
~'s mana cost is equal to your commander's mana cost.
~'s color identity is equal to your commander's color identity.
~ enters the battlefield as a copy of your commander, except it isn't legendary and it's an artifact in addition to its other types. It was designed to emulate the client perfectly. Some would say too perfectly.

MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
It's worth noting that outside of the possibility of having two of your commander, this is mostly just a 1-time cost reduction effect that doesn't apply to the commander tax. Maybe let it be a normal Clone that can also copy creature cards that are in command zones? If it can only copy your own commander it feels super narrow. That might let it be pretty cheap but I don't think it'd get as much play.
2U "You may have this enter the battlefield as a copy of any player's commander." ?
Even then, it's like a super ritual that would be busted with something like Narset.
Commander's Decoy0
Legendary Creature - Shapeshifter (R)
If ~ is your commander, it is considered as having all colors as part of its color identity.
When you cast ~, you may choose a commander card in any player's command zone, and pay the chosen card's mana cost. If you do, ~ enters the battlefield as a copy of the chosen commander. (Mana cost includes color.)

You may have ~ enter the battlefield as a cppy of any creature on the battlefield or any creature card in a command zone."

Basically a clone that can reach the command zone, like Crypt Rat said.
To keep it so it can be played in any deck you make its mana cost 0 so it has no color identity and to keep you from cheating the cost on expensive commanders you could go with an ability like.
As an additional cost to cast ~ choose a creature on the battlefield or a creature card in the command zone and pay its mana cost. ~ enters the battlefield as a copy of the chosen creature, except it isn't legendary and is an artifact in addition to its other types.
Commander's Decoy 2
Artifact Creature - Construct
1/1
Sacrifice Commander's Decoy, activate one of the following effects:
* If your Commander is targeted by a Spell or Effect, counter it.
* If your Commander would be destroyed this turn, it gains Indestructible until end of turn.
* Pay your Commander's original casting cost: place it on the battlefield tapped.
