This design is based on the Cretan Bull of Greek mythology, which sired the mythical minotaur.

Each other creature you control that's a Minotaur or an Ox gets +1/+1 and has haste. 3R, Sacrifice a creature: Create a 2/3 red Minotaur creature token. It is said the minotaurs were created when Mogis sent down a bull with which his followers performed unspeakable rituals.

Originally you would tap the Bull and an untapped Human you control to create a Minotaur token, but I felt that swung a little too close to the original story, not to mention require a higher cost as a repeatable token maker. I switched the cost over to sacrifice and dropped the Human requirement, though the latter could still be considered much as was done with Cavalry Pegasus and Titan of Eternal Fire. Since the bull is a creation of Mogis, I made it an enchantment and swapped tapping out for mana, though I decided to also make it a tribal lord for Minotaurs and kept haste. Since it's an Ox and Oxen are related to Minotaurs, I also decided to add Ox to the range of tribal creatures, making additional copies not entirely redundant.

All of the enchantment creatures in Theros are celestial entities from the skyscape/subplane called Nyx. Nyx is rather strange, since it can't be entered by conventional means, but it's still part of the same plane. Starfield of Nyx shows how the regular folk of Theros view Nyx.
This is a really interesting design, including the flavor text. What rarity did you have in mind?

Fair enough. So the theory is that it's a magic space bull that pops out minotaurs?
Looking back over the design, I think I should reword it so it says "another creature". Unless the flavor is supposed to allow for you to ritualistically sacrifice the bull itself to create a Minotaur?

I don't know whether going from tapping to sacrificing is all that much of an improvement. It actually seems quite brutal to get rid of the mothers like that.

Tribal commanders are legendary creatures with a tribal effect. Tribal lords in general are creatures with a tribal effect including usually a power/toughness based bonus. There is a tendency among EDH players to want some of their tribal lords to be legendary creatures so they can be used as general/commander, but tribal lords that are not legendary have existed since Alpha.
Wording eise, wouldn't "Other Minotaur and Ox creatures you control get +1/+1 and have haste" be simpler?
The reason Wizards has abandoned the wording you suggest is ambiguity. As you write it, it can be easily read as "Other Minotaur [creatures]" but "[all] Ox creatures" since the other in this grammatical construct not necessarily applies to both creature types - hence the assumption can be made that this creature applies the bonus to itself. Since that's not the intention a different wording for tribal effects applying to multiple creature types has been devised.
I think they first noticed the problem with Innistrad's Wolf/Werewolf tribal.
Compare: Spirit of the Hunt and the change on Immerwolf.

That's Mogis for you. Might as well go out with a bang, right? It's intended to be more flavor ambiguous. I think I was inspired by Goblin Warrens.
I wonder if BoM shouldn't grant trample instead of haste. Rageblood Shaman already grants trample, but to be fair Kragma Warcaller already grants haste. Haste allows tokens created afterward to attack immediately, but trample is going to have more impact when you play the bull.

Honestly, the problem is you. There is no problem when I read correct and unambiguous card text.
The problem is also that your version of the text (as it has been used in the past) has proven not without issues and the change to the new wording (you deem problematic) has increased the consistency of correct play.
Even the less error-prone variants like Lovisa Coldeyes generate less rules questions with the updated wording. From a usability perspective this is a strict upgrade.
