First off red-black? I get the "red" but black? Any of the other colors would be better, including red. Green is harmony, blue is thought, white is law and institution, red chaos and randomness, black is...death and disruption.
I'm going to be blunt here: Red-Black is the worst of all evils, see Rakdos. The fact that you are making Karl Marx be that evil is ignorant and insulting.

"Communist" China isn't Communist. "Communist" North Korea, isn't. Here's a new word: Toltalitarian. In a nutshell this is when One guy has it all and gives what little the Emperor doesn't want to the rest of the county/underlings.

Now as to how to fix this card flavorwise: don't make it RB at least make it tricolor if you feel it must be black.

Flavor and mechanics aside, this is not exactly a good alt-win? It's just so arbitrary whether it goes off or not; occasionally it'll just make it so that on turn 3, the game just ends for no reason.

You misunderstand red black. Yes, it does tend towards evil, but that's because it's a highly individualistic pair. That being said, I would agree that Karl Marx likely isn't red black.
On topic, most cards like this trigger on an upkeep (or rarely, an end step, provided there's enough hoops), just so that you can't "Oops, I win"

Mostly good post, I agree that Karl Marx makes little sense in RB. but this claim is simply false. Red-Black characters can be evil. Many archetypal villains are RB, true-Evil tends to be more UB of course. But to claim that RB is simply the worst off all evils is at least as simplistic and silly as calling karl marx evil. Red Black is the color of obsessive poets as much as it is the color of Populist Tyrants, not that karl marx is such a person. Red is the color of passion and action. Black the color of ambition and self interest. Putting the two together can get you many things, evil demons, only being a small subset thereof.
On the subject of the design itself, it 'functions' but would be a terrible card to print. Where's the counter play here? I just have to never play a creature and hope my opponent doesn't have a forbidden orchard? Or hold up wasteland at all times to blow up my own lands? This card doesn't look even close to fun to me. At much higher mana cost with a delayed trigger, it might be interesting.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Tor Wauki and Neheb, the Worthy are the only two out of the 25 legends that stand for your claim, and I'm going to Negate the Legends-set because back in 1994 they were still experimenting with the color pie.

Red is the color of irrationality. Blue is the color of heartlessness. All colors have their dark sides. All colors have produced some great magic bad guys. I was merely critiquing your representation of black red, not your understanding of communism.

And there is absolutely nothing about RB that is necessarily evil. That isn't how the color pie works.

If we are discussing how systems of government align with the Magic color wheel:
- Black-red is the color pair for anarchy and self interest.
- Green-white is the color pair for community and working together.
@The Codfather: You know, I actually like that reasoning. I wouldn't mind you making him BUR still, but now I understand your vantage point much better.
I also understand the Selesnya comparison, but again I feel that they also didn't have True communism since at points there was an established figurehead. It only makes me want to lean towards a tricolor Karl more.
Somehow, "Tricolor-Karl" reminds me of Uncle Istvan my favorite old card from my first deck and how I miss playing with him. I acknowledge this is a tangent.
