Thoughts? Feedback? I am still not sure about the wording of the first ability. I based it on Hesitation and I used a bit of wording from Insist.
I assume you mean First spell for his first ability. While I understand the synergy with this ultimate his new minus seems weaker than his old minus. For an overwhelming ultimate it is rather underwhelming. Its powerful and flashy but it isn't immediately impactful and can run out of gas long before you've won the game. It should be cast all cards exiled by him and it is still underwhelming, its just trying to be too fancy.

No "next spell" is correct - the "next spell" is the first dprll since activating the ability. "On the other hand "first spell" could mean... anything really first spell of the turn? First spell of the game? There is even an important distinction between "nest spell" and "first spell in a turn": Since the ability covers multiple turns there will be multiple "first spells this turn" but only one "next spell". For a +ability to even counter the next spell is a lot of power, but each "first spell"?
I assume the ultimate is missing "without paying its mana cost"?

He's too tame for his sheer cost, 8 mana over three colors is a serious investment, you'll want him to put a crater in the board state.
The +2 seems to be structured correctly, and is a decently powerful effect, especially when you already have board control. I approve.
The -3 seems underwhelming, I'd drop that cost down to -2 and make it exile at the beginning of your next upkeep. That let's Mr. Bolas grab a blocker if he needs one.
He costs 8 mana over three colors, don't be afraid to go nuts with that ultimate: "You may play face-up cards exiled by effects you control without paying their mana costs."
Finally, I'd put his starting loyalty at 8, so if you have board control and drop him, you can +2, then Ult without killing him. Yes, that's powerful, but again: 8 mana over three colors, and he's an aspiring DEITY, and the ult isn't an auto-win on its own, so it's not a cast of cheat him out somehow and pop his ult to win,you have to set it up first.

I second the comments here (and similar ones that have been made upthread). I'd still like to see some more juice on his ultimate, since this is Bolas we're talking about:
