I'm trying to make a red-white walker for my set, Ushana. Here's a first take on her.

Planeswalker — Makeda (M)
+1: Up to one target creature gets +1/+0 and gains indestructible until end of turn.
-1: Makeda Tessema deals damage to up to one target creature equal to the number of creatures you control.
-7: Return each creature card in your graveyard to the battlefield. They gain haste until end of turn. At the beginning of your next turn, sacrifice them.

I'm not too happy with the ult here, and the strong creature dependence is something I'm ambivalent about. I'd welcome any ideas you have! The one thing I find most appealing about her is the sense of a kind of red-white take on necromancy.
In case you're interested, the additional set mechanics in Ushana that could go on a planeswalker are:
Sift in all colors: (To sift N, look at the top N cards of your library. You may put any number of them into your graveyard and the rest on top of your library in any order.) History in all colors: (Each {M} in the mana costs of cards in your graveyard counts toward your history with {color}.) Paragon centered in Bant: (Each creature you control with the greatest converted mana cost is a paragon.)
The rest don't really work because they are creature or spell mechanics.
My biggest concern here is to be careful to avoid making cards that resemble RW Ajani or Nahiri too closely, but also a combat-heavy walker like this one shouldn't look too much like an Elspeth.
The art I'd like to use is this piece by Marcel Mercado, I think you can see how it inspired the color choices and mechanics for the card:

Speaking of which, you may want to consider expanding the ultimate to reference any graveyard to lessen the creature dependence.
In fact, to eliminate the creature dependence, you can follow the pattern in Coax from the Blind Eternities. To balance it better, limit Makeda's pull to a creature from outside the game (your sideboard) onto the battlefield. Something like this:
-7: You may choose a creature you own from outside the game or in exile or in your graveyard and put it onto the battlefield. It gains haste until end of turn. At the beginning of your next turn, sacrifice it.
-7: You may choose a creature you own from outside the game or in exile or in your graveyard. Create a token that's a copy of that creature, except it's a spirit in addition to its other types. That token gains haste. Exile it at the beginning of your next turn.
Since this is now a single creature pull, adjustment of the other loyalty numbers may be in order to balance things.
That ult design is certainly interesting and it would be cool on the right walker. I'm not sure this is the one! I feel like it's very identifiable as Coax and that makes it recognizable as blue and Eldrazi-associated. Would look good on a post-EMN Tamiyo, I think. It's also very dependent on having high-impact creatures in the format (which certainly will happen but I haven't designed Ushana's rares yet so there is a small card pool to draw from.)

I like the card and the art is fantastic. Does the character have any particular background?
I really like alwaysatoad's ultimate, but I really like the first two abilities on your walker. I feel she could cost 4, or have more starting loyalty.
The character doesn't have a particular background yet.
I poked the reddit as well and I'm currently looking in this direction for an ult:
-7: You get an emblem with "Whenever a creature you control attacks, it deals damage equal to its power to target opponent and you gain that much life."
It's still pretty creature dependent but it's dramatic and will push the game toward conclusion.
I like your ult as well, alwaysatoad, except that it screws with history (is devotion but for graveyard) which is a bed mechanic in both white and red and it'd disrupt the game in a weird way to exile all graveyards. On the other hand, it could just exile target player's graveyard and create tokens from it, that'd be pretty sweet! Then you can turn your opponent's history against them.

I guess it's possible many's most immediate memory of effects pulling card from outside the game is based on the blue Eldrazi-specific Coax from Blind Eternities.
Wizards haven't really seriously touched the idea of wishboard for over 14 years. Yet I think there's still much design space available for such non-color specific in-game sideboard interactions. I find that much more interesting than another variation of graveyard zone manipulation.
One thing I'd like to add to her plus ability is Vigilance or make it a +2 instead. This is because as a 5 mana walker, I believe she must be able to defend herself or be resilient enough. Her +1 giving +1/+0 and indestructible but what if you want a defender because miss RW is frail? With vigilance she could let that monster smash face without worrying for blocker.

I'm not so sure about the minus ability on this one. It's pretty wordy and leads to weird decisions I feel like.
*: Your history with a color is the number of that-color mana symbols in the mana costs of cards in your graveyard.
Makeda's + doesn't seem strong enough on a 5 mana walker, while the - looks both over and underwhelming. At 5 mana a walker needs to produce positive card advantage(the effect needs to be worth at least 1 card) on a plus because of the huge investment and your turn only indestructible isn't good enough maybe until your next turn? Also your removal is too cheap, on a planeswalker removal cost at least -2 and is rarely repeatable without plusing, because it relies on controlling creatures it is inherently weaker than a flat number so this needs to be felt out, how often is this 4+ damage or less than 2?
Kiora looks nice but that minus doesn't feel like Kiora at all. I'm not sure what kind of effect you're looking for so its hard to suggest what to replace it with. Currently Kiora has always interacted with lands in someway so if you can make your minus do something with lands it will feel more like Kiora, or make the plus interact with lands. Her minus has also always been a way of getting you more cards and she could do it twice before dying. So maybe a minus like Tamiyo, Field Researcher's plus would be a good fit for Kiora.
How attached are you to the idea of Makeda being a necromancer? There are definitely some concepts you can substitute and have it still be red-white, like having the ultimate emblem be: "Whenever a creature you control attacks, you may return target creature card from your graveyard to the battlefield tapped and attacking" or somesuch, and having the -1 count creature cards in your graveyard.
I really liked the original ultimate since reanimating for a single attack seems like something that really *could* be quintessentially red-white, but would rarely have a reaons to show up and fits the little flavor I can gather for this 'walker quite well.
An alternative ultimate for red-white yet to be seen is: "You get an emblem with ‘At the beginning of the first postcombat main phase during your turn, untap all creatures you control. After this phase, there is an additional combat phase followed by an additional main phase.’"

Those are good thoughts, thanks. The latest version of Makeda does buff until your next turn on the +, so hopefully that helps the power level a little.

Ajani Vengeant already has the lightning helix affect at -2 so if it matters to you that's it has been used before, Warleader's Helix or some other variation might be better.
As for the Ultimate, what about a more Shamanistic take to it. The idea being instead of bringing the dead back to life, it's like using the spirits of the dead (they remain dead) to fight for you again.

The she shouldn't be milling at all is more from the abilities that are specifically putting cards into your graveyard(like your first -) rather than incidental milling, I suggested the change on that ability because of how much it could potentially mill, a fixed number of 5 or less would be fine when your looking for something.
The way you worded the ability is what really matters, for flavor not function. With your wording she is milling and reclaiming which aren't things she should do, if you changed it to looking/taking, then milling it would be more in line. The main reason to keep her away form milling is to not stretch her character. She is a wielder of the sea and leviathans, Jace has the whole mind mage thing done so pushing her into this territory is both unflattering and unnecessary. She also hasn't shown from her green part to be the type to reclaim the past so it is still a push she doesn't need there is plenty of space design space for a hydromancer who is fond of giant sea creatures.
I think it may help if there is a story/profile for the planeswalker first. Even without words a piece sample art can reveal much about a planewalker. For example, the art for Makeda suggested enough for people to roughly understand what she is about. Something like that for this version of Kiora may be more productive.

She is a wielder of the sea and leviathans, Jace has the whole mind mage thing done so pushing her into this territory is both unflattering and unnecessary. She also hasn't shown from her green part to be the type to reclaim the past so it is still a push she doesn't need there is plenty of space design space for a hydromancer who is fond of giant sea creatures.
