On first reading the card, I thought the controller of the creature drew the card. On re-reading, it looks like a one-stop shop for creature control, card draw, and even politics. The cheap equip cost is a bit scary but assuming it's in a Commander/Eternal-only supplemental set I don't think that's a problem. One nice value engine is great for red but not nearly enough to be worrisome.
I'd prefer this did Elkin Bottle-style draw. Just feels redder.
This would make it very difficult to make use of the cards drawn since many of them will be in other player's turns when you just spent mana to potentially draw them. Additionally, there's really no space for that wording.
Thinking about the card more, I think the constant pressure of the trigger is too oppressive for opposing players when it's so cheap. It's hard to say without actually testing it, because not every red deck can produce 4-6 red mana per untap. This is not necessarily a bad thing since it actively rewards decks that are more red, but only having to hold open two red mana to steal/control/redirect the best threat at the table and either force it to trade or draw a card and damage an opponent just seems too efficient.
I'm thinking the trigger should cost 1RR or 2RR, though the latter really pushes off the opportunity to pay for two opponents' turns into the far late game. Upping the equip cost could also help here since it the equipment moves around quite a bit.
