When something removes all abilities, it tends to also grant a base power and toughness, in order to avoid issues with cards like Tarmogoyf.
I like Celina Val. I think the reminder text is unnecessary on her first ability, though. Mana abilities can't target, anyway, so this explicitly can't target them even without that rule
Lamia kinda works against itself because activating her ability after declaring her as an attacker would essentially make her a 4/5 attacker without flying (she loses flying too) and without vigilance (she has to be tapped to use it). Also, on defense the ability goes one step further because having to tap her before blockers are declared makes her ineligible to block as well. Blocking with her and then tapping her makes her flying ability irrelevant since most creature she should be saved to block would ideally have flying as well. Maybe putting "t: All creatures other than Lamia, Stoic Peacekeeper lose all abilities until end of turn" and replacing vigilance with another ability like "When Lamia, Stoic Peacekeeper deals combat damage to a creature or player you may untap her at end of combat." As far as I know that wording doesn't count as an ability.
Your two legends seem a little awkward and I echo the concerns expressed by the previous posters.
On to the modern cards.
Ingenuity - This is basically a bad Catalog. The design is fine, but this card would never see play in modern.
Dark Decay - This card is similar in power to dead weight, a card that has never seen modern play. While it's possible I'm underestimating -1/-1 counter manipulation synergies, I just don't think this card is pushed enough for modern.
Risky Business - Unlike your previous two modern cards, this card is definitely playable. In fact, I think it's a completely broken card. A 2 mana deal 5 spell is unprecedented. The drawback is totally irrelevant because the spell will only ever be cast when it wins the game, which it will. While burn decks aren't typically the seen as the best decks in the format, they are at least tier 1.5 and I would be surprised if this card didn't push modern burn over the edge to becoming a tier 0.5 deck, in much the same way Affinity currently is. Burn would likely never break the format, even with this card, but everyone who plays modern would be forced to run 3-5 sideboard cards for the matchup in the same way they now do for Affinity. As burn is such a non-interactive matchup, I don't think it is a good idea to try to make burn so much better.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
