Here are two version of the same concept, which use slightly different mechanics:

Artifact (M) X, T: Exile a card from your hand with converted mana cost X. T: Cast a card from your hand with converted mana cost equal to a card exiled with CARD.
Dust Transmuter v2X
Artifact (M) Imprint - When CARD enters the battlefield, exile a card from your hand with converted mana cost X. It is imprinted on CARD. T: Cast a card from hand with the same converted mana cost as the imprinted card.

Sudden Craze1R
Sorcery(U)
Add RRR to your mana pool. If you cast CARD with its madness cost, instead you may cast a card from your graveyard with converted mana cost X. Exile both the cast card and CARD as the cast card resolves.

For a Commander set:
Pillar of Sight3
Artifact (U) T, Choose an opponent: Add 1 to your mana pool. You may look at a random card from the chosen opponent's hand.
Your opponents play with the top card of their library revealed.
Dust Transmuter v2 seems better, v1 looks to slow to gain value.
Sudden Craze seems unnecessarily complex.
Pillar of Sight should be ' : Add to your mana pool. Look at a random card from target player's hand.'

It is not necessary to make choosing the opponent part of the cost - a mana ability also does not make the timing matter that much. Just edit the last clause to "You may look at a random card from the hand of a player of your choice."
I'm not overly enamored. Over time the already marginal hand-peeking loses in value as everyone can see everyone else's draws already. This could easily get simplified without losing depth.

For your pillar of sight, why would this necessarily be a commander-product? it should have some sort of mechanic that emphasises multiplayer play or the command zone. maybe you can add a 1 tax to the next spell that player would cast this turn, or give that player a 1/1 eldrazi drone?
the problem with the 'sight' ability is that in constructed magic, it gives a lot of information, which is good; but at the same time, it floods commander games with too much information. 'cuz not only do i have to check graveyards, board position, cards in hand, i have to remember what cards each other player i peeked at had, if they've cast it (or even worse, which art-land they had and if they drew another one that they played, so the last card in hand is a bluff), AND have to memorise what they'd just drawn from the revealed top of library card? its a horrible slope to go down on in a format thats essentially mostly for funsies, not for all-winsies.
