Make Koth's +1 last until your next turn and you have a way of differentiating him from his original version, while also including the white into his design by making him more defensive. The base power/toughness wording shouldn't be used for this effect.
I'm not so sure about a 2 mana creature that gives free, unconditional 1/1s every turn with no drawback.
Yeah, it certainly isn't weak. However, I think Brimaz and Rabblemaster suggest that it should be okay. The 1/3 body is so weak in combat that it's almost definitely worse than an enchantment with the same effect. Also legendary is still a drawback, mild though it may be.

I primarily play limited, so most of my spoiler season comments view cards through that lens.
Koth: Probably should untap the land as well, so at least it makes sense to drop him on turn 4.
Compare his -3 to Ajani Vengeant's, which functions as though you have 3 Mountains and 3 Plains. I could safely put this at -2.
His ultimate takes 5 turns to build up and on top of that you need to pay additional cost in the form of lands. I'd put it at: "-7: For each Mountain and/or Plains you control, put a 3/1 Elemental token with first strike and haste."
Derekar is pretty boring, surely there is a more interesting design that works just as well? Legendary creatures should always feel unique and exciting, even Isamaru (who was in the legendary matters set) had something in that it was a 1 mana 2/2, and that level of simplicity for a high-profile card should be done rarely. Add a twist that feels relevant to the set or something.

However, he feels very underwhelming compared to Koth 1.0 or Redjani.
Might I suggest a three or five mana version so he doesn't have to always be in the (fairly impressive) shadow those two cast?
Edit: I like the rare. Concise yet flavorful, and exciting while (probably) fair.
