My original name for the card was Slivermage, not sure which is better Slivermage/One Amongst Many.
It's a bit wordy, I have been trying to cut down on the text, can't figure out how to trim any more though. At first the final ability actually said search your hand, graveyard, battlefield and library, cut that down to 'search all zones'.
I tried to use the flavour of a Sliver Planeswalker to create the three abilities as such:
At first, it is struggling with it's individuality that it has acquired, and lashes out at its former broodmates, growing more powerful with each kill.
In the second step it has walked to a new plane but can still feel a connection to the hive it left behind, and begins "pulling" at these connections, bringing Slivers across into this new realm
Finally, it sacrifices itself to ensure the continuation of the new brood in this new world.

Changed cost of 2nd and 3rd loyalty abilities.
Modified 2nd ability to play from hand rather than search, as this was essentially a copy of Tezzerets' ability.
I've made one or two changes based on what you said about the loyalty abilities being expensive.
I think that at -15 the ulti is undercosted though, way to easy to hit that by the second turn in play:
2 Megantic Slivers + 3 Predatory Slivers on the battlefield, you can sac 1 Megantic for 12 counters.
In terms of the drawback (I assume you're referring to exiling all copies of the card), the emblems would stack, which could be quite problematic. I figured the best way around this was to remove any chance of bringing a second copy of the Walker out.
Really like your design, agree that it makes more sense that if one Sliver can planeswalk, they all can. Only difficulty I see is in the Planeswalker Uniqueness Rule, as they essentially all become Planeswalker Creature - Sliver. Since the philosophy has always been "Card text trumps rules text" there are ways around this, but it would require adding more text.
This has a plus that requires you to sacrifice creatures, a -5 that saves you at most 6 mana, and a -15 ultimate that may not help you win at all (it does absolutely nothing against wrath effects, which are presumably the biggest threat to a sliver deck). I'm not sure if this card would be good if it cost 0.
WUBRG is a casting cost that easily compared with 7 so compare with Karn or big Garruk. A walker at that price can have a +3 or +4 ability that puts you up a card. It can have a -2 or -3 that strongly impacts the board. It can have an ultimate that it can reach in a turn or two that promptly ends the game.
