Counter target nonsnow spell. That spell's controller reveals his or her hand and discards each card with the same name as that spell. Add to your mana pool for each card countered or discarded this way.

For the record, I don't love this design. It's mostly inspired by the weather. But I'd be interested to see suggestions for improvement.
Way too many things going on. Counter target nonsnow spell - okay, I guess. Reveals his or her hand and discards all cards that share a name? I guess that's a part of the vortex flavor... but it doesn't really feel monoblue, and it's a lot of words for little benefit most o the time. And then adding mana based on another variable just makes it too complicated, I feel.
Consider just a Snow Mana Drain variant (obviously recosted of course). It loses the teensiest bit of (difficult to discern) flavor for a lot of benefit.

Compare to Quash, in case you weren't aware of that. Quash does the same, except also exiles from the graveyard and library. So you're losing that, adding a restriction, and adding a minor-but-unreliable upside. Seems fine to me.

It really does need to get warmer around here. Why did the weather decide that it hated Chicago?
Why not leave it as just discarding the card in hand part without the mana part.. or... just simply make it a Snow Mana Drain.. its much simpler, prettier and more elegant that way.. especially on instant and sorceries..
flavor wise, i can see vortex also suck the cards in hand, but i don't see how it then give you mana..
plus there's no blue effect that causes you to discard.. blue has discard only as part of a cost, but not as an effect unless its a looting kind of effect.. try exile to fit the blue flavor..

Counterbore was also overcosted and never saw constructed play, not even in block.
That effect could be costed aggressively at UUU.

Storm Crow is strictly worse than Seacoast Drake.
