Even though you have some precedent in Stonehorn Dignitary, I don't think Venser's Mist is completely analogous. Skipping a combat step is akin to Holy Day while skipping main phases is akin to Silence.
It stops creatures, sorceries, enchantments, artifacts, and lands. Curving two of these into Sojourner will kill many decks on the spot in a pretty unfun way.
Your new Venser is pretty hard to synergize with at reasonable powerlevels, so I'd consider a saboteur guy for old Venser's -1.

I primarily play limited, so most of my spoiler season comments view cards through that lens.
Holy hell. If that's in a format with any kind of blink, that's going to ruin lives. And even in a bigger format like Modern, it'd be awfully easy to just lock people out straight-up.

In addition, Venser's Seance can bounce lands. There's a reason WotC has stopped printing Boomerang and gone with Disperse in the latest core set.
I would like to see some cards that interacted more directly with the Venser, Ghost of Aeons:
Since I don't know exactly what roles these cards need to fill, I'm just going to throw out some snippets of rules text that might work well.
For his +2 ability:
"Whenever a card or permanent is exiled, (effect)" or "When ~ enters that battlefield, if you didn't cast it from your hand, (effect)" or "If (this spell) was not cast from your hand, (effect)"
For his -1 ability:
"(Do X of something), where X is the number of tapped permanents target opponent controls" (Though I understand what you're getting at with Venser's Mist.)
EDIT: A rarity swap would make sense if you kept both of those cards.
Ignoring costing issues for a moment, what would you guys think of a rarity swap on Mist and Séance?
I would approve, and I think that Seance hitting lands on t2 is fine.
Not sure how I didn't catch this before, but the Journal has direct antisynergy with his +2. Maybe "draw until you have at least X cards in hand"? That wouldn't be too bad with the Words cycle, right?

I think the +2 appears to have antisynergy with the Journal at first, but you have to look at the whole life cycle card and how everything interacts.
With the +2, you can prevent cards in your hand from being Timetwistered when you hit his ultimate. If you're running countermagic or draw, you don't have to hide it in your hand like you usually do, you can just pay for it upfront and "suspend" the effect for whenever you want it. So you could exile a Concentrate with the +2, pay the cost, and then wait until after you hit his ultimate to actually cast it, and go up to a 10-card hand that turn, as an instant, and without any same-turn costs.
Creature — Spirit [C]
Flying
When Venser's Mist enters the battlefield, target opponent skips his or her next two main phases.
[1/1]
Sorcery [U]
Return target permanent or exiled card to its owner's hand.
Artifact [R]
You have no maximum hand size.
At the beginning of your upkeep, you gain 1 life for each card in your hand.
