Interesting. So as a Rebel why would he be able to affect your other Cats? He makes you other cats into 3/1's, is that supposed to be bad or good? His ability should probably be worded as Other Cat creatures you control are 3/1 and have vigilance.

The way he wrote it in the OP just means that it's 3/1 despite any equipment, etc., which could be seen as an intentional drawback. Which I would normally say is unlikely, but considering his flavor text, it might actually be intentional.
I agree that rebels shouldn't really be inspiring the troops. "all tribals get ___" is a leadership quality, not a loner quality.
Another issue is that the standard cat creature token is 2/2, which makes this pretty mediocre, compared to if the standard token were 1/1

Nope. It doesn't. What you described doesn't exist in the game anymore. Layer 7, which calculates power and toughness, has 5 sublayers:
a) P/T from characteristic defining abilities (Tarmogoyf and the like).
b) P/T from P/T setting effects (Things like this card and Snakeform).
c) P/T modifying effects (Giant Growth, Vulshok Morningstar etc).
d) P/T modification from counters.
e) P/T switching effects.
At no point here can you modify the power and toughness with things like equipment in sublayer c then go back to sublayer b and modify it again.
Yeah, I'm not entirely sure what this does. It's an interesting design, but most cats are around 2/2 or larger, so this seems like a side-grade at best

Well its based on the blade of the sixth pride. But Any other Cat Lord designs are welcome here :).
That siad I hoped that it would make their base P/T 3/1 which can then be modified with auras and equipment and other pump effects but I guess I don't know how to word that.
I think it's fine. It's an interesting lord variation and it does still allow for other pump effects on top. So it's good with cat tokens and stuff. Eot White Sun's for 5 and then play this and beat face!
Oh, I thought he was talking about playing a spell that is countering a spell with counters on it as it comes into play, but I see you guys were just discussing whether he was flashing a creature with flash in order to flash a flashback or just flashing a creature with flash but not needing flash in order to flashback a spell without flash.
Can we go 3/2 on this? It feels weak to me, and since a lot of Cats are 2/2, he would effectively harming his own kind a lot of the time, flavourwise anyway.
Unless your plan is to give an army of 1/1 Cats +2/+0 with this, I can't see anyone wanting it in a deck. 3/1 legendary for 3 isn't very strong either.
