Target spell or permanent's tone becomes playful.
4cc at minimum please, this is powerful! You can use it as a blink effect on your dying attacker to save it to attack another day, or removal effect to remove your opponent's best threat. Of course, if there's a "play this before blockers are declared" clause, then this can drop to 2cc as it is or 3 at most.
Bouncing enchantment?
Rank Redraft2W
Enchantment - Aura
Enchant creature 2W: Return Rank Redraft and enchanted creature to its owner's hand. If you do, that player returns a creature card in his or her graveyard with the same converted mana cost as the returned creature into play.
Complicated, but in the most common or basic use, this can bounce enchanted creature to return a dead copy of it into play. What say you?
Xir, Servant of All: There's an easier way to write that mana cost: :1mana:. You might want to consider what happens if you play it with a Fist of Suns, though.
Rank Redraft: Overpowered. It's easily reusable creature recursion that, unlike the (very strong) Recurring Nightmare, nets card advantage with each use.

Colourless mana comes FIRST! Try actually looking at a Magic card some time. It is NOT UU3, it's 3UU. What game are you making cards for?
I can no longer tell people to check their card names, because I am made of suck and fail.
the second line of thanatocracy could probably say: when ever you would lose life, remove target creature card in your graveyard with power equal to or greater then that damage (i probably didn't do that the exact way, but you get the gist of it). I think you might wanna bump it up to five or six black, but other then that, i really like the idea....what's the word mean?
I wonder what ever happened to the metathran?

well tribbles put a copy into play ability doesn't count as playing them so a storm effect with them is moot. but a few Essance Wardens and Soul Wardens and a Coat of Arms gives you one strong deck.

Planestouched Binder is a very nice card with good flavor. I dont see quite how the flavor text fits with the card it sounds more like it would go on a cleric in which case Binder should be a merfolk cleric and probably blue/white instead of mono-blue.

This doesn't really seem black, although monored is okay. The permanent effect of multiple combats in a single turn seems a bit too powerful, so make this legendary AND limit the flipping once per turn only, such as in "at the end of each player's first combat phase of the turn". For 4cc, that seems fairer, although can be a bit less mana intensive.

Godhead's Glare: You're right because it is underpowered.I think you could add on it also becomes 0/1 and make it have a higher cost (you know, referring to Godhead's power).

As long as enchanted creature is not blue and not black, whenever it is dealt damage, its controller discards a card at random from his or her hand. "When on becomes victim to his plague all shall suffer." - The Seer's Parables
This one of yours seem more monoblack, since blue normally don't do much discarding. A discard at random then draw, on the other hand, may be okay, but most likely not either. And I say the cost seems too high.
Since my Godhead's Glare is too weak, I'll fix it later. In the mean time, I'll steer this anti-boon to another direction:

Counter target spell. If a spell is countered this way, its owner may play it without paying its mana cost. Beware of mages who stutter.
So you're asking: Where's the cantrip? I don't think it needs cantrip with an effect like that, frankly. A lot of the times, this is indeed a defensive spell, such that when someone tries to oust your spell, you take it out of the stack then replay it on top of the stack ahead of the counterspell. In rare cases, however, this can become an actual hard-counter: Teferi, Mage of Zhalfir, Firespout and co (notice that they only have effect if they are played with mana), Phage the Untouchable (if your opponent indeed uses her). Besides, if Avoid Fate and Rebuff the Wicked don't cantrip, why should this?
