I wonder if "Sacrifice all untapped lands" would be a needed clause here. Such a bloody massive mana boost can be dangerous, after all. Needs to be properly tested. I mean, if you can sacrifice tapped lands, that's 19 mana, which is equal to an 18-damage Demonfire or something that WILL end someone.

Might be a bit too bomby in the right environment, although given that the permanent has to have transformed for it to be affected does lessen the blow somewhat. Still, that's also a complicated situation. Regardless, I think this works anyway.

When you cast End of Days, you get an emblem with: "Players play with the top card of their libraries revealed and cannot search libraries. At the Beginning of your upkeep if a card named End of Days is revealed on the top of your library target opponent loses the game."
This seems very fun and adds a good bit of suspense to the game. I personally think that the emblem effects should only apply to you, as you already have a good win condition anyways, so your opponent at least has the element of searching their decks and not revealing their deck. Either that, or I think it should cost a tad bit more.

It's a bit extremely cheap for it's effect. The thing is basically a way to hose everyone who relies on their basic lands for mana, which is not everyone. Sliver decks would use this after their initial setup of Gemhides and Manawefts, dooming everyone else to a destroyed tempo while you are hardly touched.

"Exile all creatures" is way too good a line of text for four mana, regardless of the conditions, and the use of an emblem here feels clunky, especially since the bottom of the library is only marginally easier a place to retrieve things from than exile. This feels like it should be an enchantment that shuffles cards in rather than just shoving them to the bottom, and if you're concerned about using enchantment removal to make the exile forever, well, I'm not overly concerned about a two-card combo that results in a Final Judgment for almost as much mana.

I think "sideboard management" is an interesting theme that WOTC hasn't explored much, and wish-convention has dictated that "outside the game" means "sideboard."
* If this was a spellshaper land that put token shivan dragons into play, it'd be pretty darned good (non-legendary, remove mountain still good and 4x of in any deck).
* If this was non-legendary, and tutored in-deck Shivan Dragons I don't know it would see much play. No one wants to risk drawing the Shivan Dragon over their lightning bolt in burn, etc.
* Wish terminology creates interesting sideboard-building challenges. The "any dragon; shivan bonus" opens up more possibilities. It's legendary since it's better than a normal mountain in several ways, but a mountain to allow for fetchland synergy.
One of the things I like about this card is that it seems like it would open up a late game to lots of red aggro decks - at the low, low cost of having to devote 1 or 2 copies of Shivan Dragon to your sideboard. Still, other decks might use this as an expensive tutor, putting anti-artifact dragons or the like into the sideboard to silver bullet out.
I readily admit that this is a "cheaty" way to make sure an older card (especially an older, simple card that's been obsoleted) sees constructed play... but it's not like WOTC doesn't print new cards that reference other cards in the set occasionally, and this has far more utility than those cards.
I don't think the drawback matters at all seeing that it would almost never matter (like you would ever resuspend this...) Otherwise, the ability is pretty powerful. I suspect you can only exile one card per activation this way; too good otherwise.
