Skipping an opponent's draw step should not be easily repeatable. It's also an effect that's innately broken and likely to be at rare and higher. Shroud also does more good than harm for it because it's not something you'd bother supporting with auras as much as removal.

Make it a big dumb overcosted mythic leviathan or something.

I wish this could be considered fair. I would ADORE playing this card. But this is basically Gather the Townsfolk for 1, where one of the tokens has haste if you play it turn one. Or it's 4 1/1's for 2. The rate at which it becomes broken is absurd. A bit too good for its own good.

Also I think it should be 2 + T, since letting others draw a card is often irrelevant given the rest of your deck's strategy.

I think its cute in that it works, but its like you're being intentionally obfuscatious with the mechanic. Why use suspend at all, if the suspend is virtually guaranteed to fizzle without its second, rather wordy, clause being used?

Whenever a creature enters the battlefield under your control, if Raging Rocks is a land, it becomes an Aura Enchantment. Attach it to that creature. (This effect is permanent. It stops being a land.)
Well intentionally not an 'until' effect to make it a steep drawback. The abilities only are beneficial in aggro, and in aggro it forces itself onto your creatures, no choice, and 2-for-1's as they die. Making it a risky land without any immediate drawback compared to basics like the standard ETBT or colorless clauses
I feel like an island-that-isn't-an-island is a rather bizarre niche. I mean, its the kind of thing that has to have a compelling reason to exist mechanically because otherwise it feels like design shaking itself out, something wizards was very guilty of with theros (In theros, everything is enchantment! What are enchantments? A permanent type! Whats mechanics do enchantments have that other permanents don't? None! So why enchantments and not just a tribal block ffs? Because, lol!)
Now you have that starting complexity of it being an island, and then not an island, already enough to make it rare or MR and more than enough for one card uniqueness, maybe theres something interesting mechanically you can do with it- it would be neat to explore. I don't know how it might react with certain spell effects that put a land into play and then reference it on the battlefield on the same line. But the way you templated the second effect- "whenever this mana is spent" instead of an additional cost to being tapped or effect on tap, that makes it again somewhat needlessly complex and hard to grok. Why should you be able to tap it, then not spend the mana? Seems weird. Might as well just be on top effect? Anyways, that power level is already off-limits for a non-legendary where howling mine decks are concerned anyway, even if its not drawing for yourself thats just brutal. Not coming in multiples might hold it back, but its still a 2 producer. Granted your filter effect is held back cunningly by the draw clause, making it 2 cards to enemies if filtered, but still, too strong. An option is never a drawback merely by existing if you aren't forced to choose it, so that filter effect is still worth something significant.

As long as this card appears in a set with a lot of suspend, I'm perfectly fine with it. Green should have many ways of getting creatures out relatively early, and while ramp is definitely the go-to way of doing so, this card enhances the theme of green playing creatures quite well. Its ability to come out on turns three and four warrants its rarity as well. A great card.

It's hard to judge, my first reaction was "too expensive." You have to pay mana to equip it, yet the opponent also has to only pay mana to ignore the effect, which will kill the creature. (otherwise there would be no reason to pay the mana.)
Then you have to pay one mana again to put it on the next creature. It slows you down as much as it slows your opponent down.
I'd say "unless that source's controller pays or :3mana:.

What do you say?

A bit OP... Captain of the Watch was at least rare and although this gives nothing beyond +1/+1, it means in vacuum, this is a 7 power flyer for just 4 mana. Still very powerful.

Err..... so you try to play this in a heavy-red deck which splashes white for instants and sorceries so that you will suffer no ill effects..... At 2 mana, I think this is a bit too powerful, but I may be wrong, since this requires you to fill up your board. Still, I think 4 mana may be safer.

Hrmm, one foreseeable problem is that the decks that would actually want to run it competitively would be storm/egg/etc decks that cast more than 8 spells in a turn. A lotus bloom or ancestral vision at least can't be easily cheated out before the turn you go off- this is something you can lay down with a spare U at any point, and its assured to refill your hand the turn you go off. Thats some dangerous potential. Besides that, it just seems too dang powerful even played fairly. Its going to be a freebie +2 CA on turn 4 or so, even if you didn't play a remotely combo deck it would still probably be a 4-of meta breaker for refueling hands on the same turn they tend to run out of gas, with almost zero investment.
Also, what if it was inverted? What if it was a fasting style drawback, where it came quicker if you didn't cast spells. Like, suspend 1 or 2 and "add a time counter when you cast a spell". That might be more interesting, at a more balanced mana cost.

Hmmm... Sort of like this guy. Seeing that the exiled cards are tied to that creature instead of this equipment, it keeps this sword from being bloody broken. The high equip cost helps too. Admittedly, the only way I'd play this guy is if I have Vigilance creatures, because that's where this guy will shine.
But I want your card dead with my card. Although I need to find a good wording for it.

Manashard Lantern costs 1 more to cast for each land you control and 1 less to cast for each land controlled by the opponent who controls the most number of lands.
T: Add one mana of any color to your mana pool.
In a way this guy is not a good card for land-ramp decks, because if you get too many lands out, this card becomes super expensive. But in case you are mana screwed with this in your hand and your opponent is ramping it, you can cast this card at a cheaper cost (for example, you have two lands, opponent has 4, drop this on turn 2). What do you say?

Determining the cost of this thing is already pretty hard to do, so I think it would be rare for complexity reasons only. Personally, I would just cost it at either 3 or 4, with a flat rate discount that doesn't change depending on a parameter.

In a way this also encourages you to chump block, because if an opponent's X/3 gets chump blocked by your 1/1 and your blocker dies, this may end up firing to finish off that creature. Comments?

Also, what if it was inverted? What if it was a fasting style drawback, where it came quicker if you didn't cast spells. Like, suspend 1 or 2 and "add a time counter when you cast a spell". That might be more interesting, at a more balanced mana cost.

What I mean is this: Suppose you have a creature enchanted with a Nymph (bestow), also equipped with an equipment, and that equipment is enchanted with an Aura (enchant permanent, sort of). Playing this card on ANY of those four cards will blow up ALL of them. No contest. Any idea how to word it better?
