1 mana planeswalker is just not interesting enough. +1 is way more white than it is blue, -3 is very weak. Ultimate isn't blue, either.
Don't much care for the guide; I don't think straight-up planeswalker search is going to happen, since it's very narrow (and has a hefty premium) nor do I think that UW would be the place to put that ability; the color pair is very saturated with abilities (being the control pair, it gets all the ploddy, twiddly things);
and no color is primary in planeswalkers. Tap ability is really bad. :/
I would say the first one is pretty fair, but the second one is most certainly broken. setting your opponent one turn back from turn one is too strong.

I was thinking about that too. Hopefully the weaker -3 and ultimate balance the +1 a bit? But I'll change the plus one to "creature card"
You need to word Raj so that it remembers the name of the card rather than the card itself. Otherwise it would be awkward with multiples. Maybe change it to something like:
(+1) Target player reveals his or her hand. Name a creature card. The named card can't be cast until your next turn.
I also have reservations about putting planeswalker tutors in a particular color, but I definitely think WU makes some sense if a card like this were to happen.
Did you consider making it colorless?

Making a partially off-color blue card into a blue-white hybrid card doesn't answer the problem of it being off-color. All that would do is make it also a partially off-color white card.
