I am currently doing some groundwork on a possible redesign of the Pokémon TCG - in the process reconsidering some broken card's of that games past. Sometimes the card text could appear right on a Magic card.
One such case inspired the following designs:
Professor Oak's Advice :3mana::symu:
Sorcery
Discard your hand. If you discarded four or more cards this way, draw seven cards. Otherwise, draw three cards.
Impostor Oak's Advice :3mana::symb:
Sorcery
Target opponent discards all cards in his or her hand. If that player discarded four or more cards, he or she draws three cards.
Double Oak Madness :3mana::symr:
Sorcery
Each player discards a number of cards equal to the number of cards in your hand, then draws two cards. If no other player discarded as many cards this way as you discarded, draw two more cards.
I personally like how many different ways this can go, but am currently really uncertain which is the probable "best" idea.

Imposter Oak wasn't that good. I was in a league with serious players at the time when Team Rocket came out, and was playing until i stopped 5-6 years afterwards. Not once did i ever see nor hear about players using Imposter Oak.

Impostor Oak's Revenge WAS played somewhat, though, and that's what I think the second card is based on. I still think Impostor Oak's Advice might still be too good. The blue and the black one most likely need to be bumped to 5 mana.

I made no conscious effort, but the comparison is most valid. I designed them as effective draw/discard spells and almost inadvertently ended up where Imposter Oak's Revenge ended up being.
I still think Impostor Oak's Advice might still be too good. The blue and the black one most likely need to be bumped to 5 mana.

From that reference point I don't think Professor Oak's Advice should - in the form presented in the OP - have a cost greater than :2mana::symu::symu:; you can dig deeper with it than with the reference card, which is certainly a quality benefit, but on the other hand it requires you to have no cards in hand or exactly four cards in hand to maximize the raw card advantage. That's a hoop to jump throughthat IMO justifies keeping the card at converted mana cost four.

Impostor Oak's Advice requires a little different perspective since the forced Tolarian Winds already can disrupt on the opponent's play a lot.
Originally I had Impostor Oak's Advice allow for drawing back one more card in each mode - so the opponent would only lose raw CA of the reference card if they had at least seven cards in hand while still suffering possible card quality loss.
Would that version (for reference repeated below) balance out better?
