Leper: Seems like it goes against itself. The downside's no downside while it's out and... yeah IDK it's a confusing card. Second Breath: Agree with Lockdown, it's overpriced. Second Sunrise is three mana and, while this is one-sided, I think it would work easily 5 five, maybe even 4. Soul Tether: Confusing as an instant, might be hard to remember. Could just target or something. Bojuka Rain Hunter: Doesn't want to be an ally, because it doesn't have the ally ability (D: ) Interesting interaction, but eh. You could just use the normal ally ability, because bouncing allies is good for you anyway. Black Card: Mass land destruction = no. Sure, it costs a truckload, but no. Good that you're trying to not break affinity, but putting it on an OP effect is still bad. Dwarven Axesmith: Usually with spellshapers like this, it makes a dude that already exists. Like Lockdown said, unless you're actually going to print a near-functional-reprint of Bonesplitter, use the name. Bestial Amoeba: That ability is horribly long, and carryover is a weird ability. Stacking cards is confusing and dodgy. Skywald Packwolf: A creature with storm seems to be asking for trouble. Doesn't seem too functionally different to Empty the Warrens though. Meh. Speed Elemental: Flash and haste together seem a bit unintuitive; flash is useful to cast stuff on your opponents turn. Haste is good on stuff during, well, your turn. :| The tapping untapping shenanigans are dodgy and shroud is in validated, too. U/G Landtrip: Fun, although it seems like a really easy way to just blow yourself out... Autosquire: You do realise you can just tap it to equip it to the creature it's already equipped to? Should probably have a Rust Tick clause so you can choose to either equip it to something new or keep it on without having to activate it continuously. Spreading Taintland: eeehhh, there aren't that many manlands out there. I don't think they deserve lords. Urban-Sprawled Plains: What the hell is a City. Please don't tell me it produces Modern mana, which can be used to activate Modern abilities or cast Modern spells.

Correct me if I'm wrong, but I'm pretty sure copies of permanent spells cease to exist once they leave the stack. Either way, this is a silly idea - just make it copy itself on ETB.
Disprove just means "sacrifice this". Why make a whole new action word for it?

City is similar to Snow. Wizards needs to print another "Covered" set of basics to stop the Snow basic from being the only strictly better basics around. A choice is needed.
That is honestly dumb. "Hurr, I reckon we should print a 3 mana turn-taking spell so that Time Walk isn't the only one strictly better than [c]Time Warp[/b]."
Basic lands are supposed to be the best lands, with absolutely no downside compared to any other. The fact that snow lands are somewhat strictly better than them is... kind of a problem with snow lands, not reason to print more. Furthermore, by printing these, I'm assuming you're going to make City mana which means City abilities and City spells, making Snow and City now annoyingly tied and you can't make a proper basic mana base and fit everything in there any more. It'll be annoying to have a deck with both snow and city because that'll be like adding more colours...

Theory of blah: Bring out a design that cares about the enchantment type theory and the keyword "disprove" and we'll have a better understanding. Right now, sacrifice it might as well be good enough. Don't come out with "disprove target theory" or "search your library for a theory" because they're not that much better.
Obstinate Lavamancer. Nice. You made Dragon Fodder with an (negligible) upside.
While the angel might be interesting, I can't say it'll do much in terms of limited or constructed. You have to send it in after your creatures, and it really just means your power on the board scales in doubles...
There are some really cool designs here. You really aren't getting the respect you deserve for some of these bits of cleverness. I like it when people create new mechanics simply by twisting existing ones in new and interesting ways, and that's exactly what you're doing. Skrnn't-kha is definitely my favorite. I don't think anything like that exists in magic yet, but it totally should.
My biggest complaints are about some of the keywords that you're inventing without enough followup. Carryover is sort of hard for me to grok, but if I understand it correctly it's like a reverse-imprint. Evolve is probably complicated enough (especially since we haven't seen it printed on real cards), so I'd recommend showing Carryover used on a couple simpler cards to see where you're going with it. City, Theory, and Familiar are all basically just labels, and aren't that interesting to me. You could just as easily leave off the new keywords on those cards and explain the flavor in the flavor text. Familiar in particular you could probably do away with, as the Splicers in Scars of Mirrodin showed.
Speaking of flavor, the storm guy doesn't work within the rules. I made a similar card and my rules gurus shot it down. Tranquilo already showed the ways it could be implemented within the existing rules, but the fact that those cards have already been printed sort of sucks the fun out of it to me.
Soul Tether is a neat take on protection spells. Maybe I'm underestimating the usefulness of the card in relation to creatures like Flametongue Kavu, but I feel like this card wants a cantrip on it or something.
Autosquire 3000 is a neat idea, and actually solves a problem I've always had with equipment where players move a piece of equipment around multiple times in a turn. That bit of gameplay always seemed like it wasn't how weapons were intended to be used in the game, and this is a cool way around that.

Hunting Pack and Storm Entity are good indications of why Storm on permanents don't work.
