I regret not playing when Kamigawa was around, simply because I absolutely adore Kitsunes. They are by far my favorite mythical creatures (Well, along with Hydras, but they get enough love anyway). So, I figured, why not make a set of cards that involves the Kitsunes? And so, I ended up here.
This set includes a Planeswalker, a set of creatures, some equipment, land...basically, it'll have everything that a creature type would need as far as I know.
My knowledge of the game may not be vast, but I'm a creative mind. However my graphical skills are jank, so text spoilers only.
Also, if the wording is not correct, PLEASE correct me. I love criticism, as long as it's done properly - that's to say, building up, not tearing down.
Furthermore, my English isn't perfect, so there might be some glaring errors left or right. Any aid there is also appreciated.

First off, kitsune already exist and kitsune isn't their creature type, it's fox. See Kitsune Diviner, Kitsune Healer. There's only one fox that doesn't refer to the type of fox you are, it's arctic foxes, and it's from a long time ago. Just use the creature type fox.
Rao Kitsune: Needs rewording and should probably cost one less.
+1: Put a 0/1 Black and White Fox token named Ichibi into play.
0: Sacrifice a Fox you control. If you do, draw two cards.
-6: Sacrifice any number of Foxes you control. When you do, search your library for a fox card with converted mana cost equal to the number of cards sacrificed this way and put it onto the battlefield.
Rao Tsuneki: Needs rewording and probably reworking. The ability you want should be worded as: Rao enters the battlefield with a +1/+1 counter on it for each fox you control.
Trample and Haste are both abilities that black does get, but it's kind of odd for a black/white creature to get them, especially considering there's only one white card with haste. Perhaps Deathtouch/Lifelink or Lifelink/First Strike, or Deathtouch/First Strike.
The mana cost on Rao Tsuneki is also a little unwieldly. He'd be fine as like, a 3/3 for :SymWB::SymWB::SymWB: or a 4/4 for 4WB. Giving him an absurdly high and restrictive mana cost and making him a default 6/6 just feels awkward.
Rao's Attendant: See the comments earlier, call him and the token he makes foxes, the tokens should be 0/1 black and white fox tokens named ichibi.
Mischievous Renegade: Type change to fox, make him untap target fox, and he's possibly too weak. Perhaps untap target fox creature or tap target non-fox creature?
Kitsune Guardian: Perhaps two separate abilities? Generally this is done as just target creature or player, but the creature type makes it a little odd. I would have it be one ability to prevent damage to target fox you control and one to prevent damage to target player.
Kitsune Striker: Target fox gains deathtouch until EoT.
Kitsune Shogun: Toughness boost is fine, but Hexproof is a blue and green mechanic. White barely got shroud at all, and when it did, it was for noncreature permanents or as an activated ability that used green, blue, or both colors of mana. Black doesnt get shroud. Look into a non-hexproof ability.
Ichibi Trainer: Rewording as above, otherwise fine.
Elder Navnik: Target Fox you control gains deathtouch until end of turn. Also there are synergy issues with him making 0/1s but granting deathtouch. Perhaps he should make 1/1s.
Elder Amon: Choose target fox creature you control other than Elder Amon. You gain life equal to that creature's toughness.
Kitsune Fledgling: Neat, very limited playable. Other than the fox creature type, he's fine.
Kitsune Lorekeeper: 2, Tap a fox creature you control other than ~: Draw a card. Activate this ability only during your upkeep. This ability is a little off-color, though. It's a very blue ability, I would suggest this card be reworked.
Spirited Kitsune: Creature type to fox, flavor text should read "its allies", with no apostrophe, its being the possessive form. As it is, it reads "to it is allies".
Kitsune Conscript: Weak. Even as a common, black and white can get better cards than this. Also the plural of Kitsune is Kitsune, not Kitsunes. "Even the Kitsune use conscripts", though that's still a little odd. Perhaps "Even the Kitsune use conscription", or "Even the Kitsune conscript".
Temple of the Fox: This land is too powerful. Compare it to Springjack Pasture. You also need to reword it a bit. If ~ would enter the battlefield, instead sacrifice a plains or swamp. If you do, put ~ onto the battlefield. Otherwise, sacrifice ~. Consult the oracle text for Lotus Vale. Perhaps you should do something like it coming into play tapped, and tapping with a cost of :SymWB::SymWB: for a 0/1 black and white fox token.
10th Tail: This card is pretty bad, I would rather have gorgon flail or Basilisk Collar all the time. In the context of limited, it's okay. Once again, in the flavor text Kitsunes ->Kitsune. Japanese nouns do not have a plural per se. The noun for one dog (Inu) is the same as the noun for 20 dogs, (Inu).
Rao's Salvation: A very weak card, considering Disentomb exists. It should reanimate to the battlefield, and it should say target Fox card in your graveyard. Cards not in play are cards, cards on the stack are spells, and cards in play are permanents. You can't just say target fox or target kitsune or whatever. Consult Nature's Spiral
Cycle of Kitsune Spirits: Whenever a Fox Creature would be put into ypur graveyard from play, you may exile that creature instead. When you do, put a 0/1 Black and White fox token named ichibi into play.
Power of Tails: The card seems a little strong at 3 mana. The type line should read Enchantment - Aura, and the first line of text in the card should be enchant player. It should start with "Whenever enchanted player". Change all mentions of kitsune to fox. The line about adding mana should be " that land produces an additional W or B". Also you can remove the bit about creatures, there aren't any noncreature foxes. This ability is also not very black/white. Bubbling Muck is the only card that does anything like this, and it's temporary. This effect is pretty much just green nowadays.
Basic Kitsune Trickery: This is a blue effect, not a white or black one. See Lat-Nam's Legacy and See Beyond. Its also overcosted.

Certain parts were done mostly out of flavor perspective rather then sticking fully to the color pie. They will keep the Kitsune subtype, simply because of the specific references. Just like the Shroud, this has been done out of flavor, it fits the Kitsune more then Hexproof would.
That said, all of your comments will be used in the fixes. I'll give the Ichibi tokens Defender, so that Glorious Anthem and friends will not break the Ichibis. They are meant to be fuel for Rao as well as extra defenses rather then ever going on the attack.
A few more specific comments:
Rao Tsuneki is meant to be the gamefinisher for the Kitsunes. The obvious combo with Rao the Ascended meant it could play in both black, white, and hybrids, without worrying for its mana cost.
Lorekeeper - I felt the Kitsune deck needed a little form of drawpower, else it just felt too weak. I see where you're coming from with the color pie, do you recon there is a better way to make it work?
Conscript - I figured giving both Black AND White a Bear wouldn't really fit well, specifically for Color Pie issues. Hence I made the common version a bit less tough.
Cycle of Spirits - Perhaps I'm wrong on the rules here, but wouldn't a Rao's Attendant + Cycle allow for two tokens instead of one, going from both triggers?
That said, the cards will be fixed per both of your comments. Thank you again for the fixing.

You don't have to add the kitsune subtype. There's no reason to. There are under 20 other foxes in the entire game, and they're all the kind of fox that you're talking about, styled after japanese mythos. I understand you want to be unique here, but it's only going to make wording difficult, and it doesn't add any flavor. If it wasn't a big enough deal that 19 of them deserved a new creature type, your 13 probably don't either. Furthermore adding the kitsune subtype limits interaction with the kamigawa foxes, which is bad, because some of them synergize well. Just use the fox subtype, you don't have to change things just for the sake of being unique. If it ain't broke, don't fix it.
As for the cards. Just don't give the shogun shroud, give him a flickering spirit ability. White doesnt get creatures with shroud.
As for lorekeeper, I would say something like whenever a nontoken fox creature enters the battlefield under your control, you may pay 2. If you do, draw a card.
Conscript: Even if you don't want to give them a bear, they get better cards than this. Just look at Armored Warhorse and Child of Night.
Rao tsuneki is still a bad finisher, strategically much less useful than say, Grave Titan. Even if he's big, he's just a really big guy. I would recommend reworking him completely. Consider that he costs the same as Kuro, Pitlord, Reya Dawnbringer and Iona, Shield of Emeria. My suggestion is that rather than just making him a really fat guy who's going to be smaller than Serra Avatar pretty often, you make him do something else. Decks that make a lot of tokens are generally not in need of just having a big guy. Make him have an effect and make him smaller.
Alright, I went with Foxes after all, all of them are edited.
Shogun has been altered too, sorta like Flickering Spirit but a bit different. The lorekeeper has been altered as per your suggestion as well.
I also altered Rao in order to make her replenish your hand for every Fox you cast. Now that the Ichibis have defender, the Kitsunes can't use them to pull a powerful attack anymore with boosting stuff.
As far as Conscript goes, well, since he's versatile with mana I figured I'd stick to 2/1. It'd probably not be used, true enough.

An Ichibi is basically a young Kitsune. The number of tails followed by the suffix -bi can indicate the various "stages" of Kitsunes.
As for your comments:
Would it perhaps be better to make her ultimate a -1, and conjure up a proper ultimate for her? Because I agree it does seem weak now.
Rao's trample stems from the idea that she is pretty much an ultimate beast - yet with intelligence beyond that of most humans. Therefore, using her more beast like side she would be able to trample. It makes more sense flavorwise then colour wise, yes.
I'll edit the Shogun's mana cost.
2 life or 2 mana...which one would be a steeper price to pay for the card?

Rao Tsuneki: Needs rewording and probably reworking. The ability you want should be worded as: Rao enters the battlefield with a +1/+1 counter on it for each fox you control.
Trample and Haste are both abilities that black does get, but it's kind of odd for a black/white creature to get them, especially considering there's only one white card with haste. Perhaps Deathtouch/Lifelink or Lifelink/First Strike, or Deathtouch/First Strike.
The mana cost on Rao Tsuneki is also a little unwieldly. He'd be fine as like, a 3/3 for :SymWB::SymWB::SymWB: or a 4/4 for 4WB. Giving him an absurdly high and restrictive mana cost and making him a default 6/6 just feels awkward.
Rao's Attendant: See the comments earlier, call him and the token he makes foxes, the tokens should be 0/1 black and white fox tokens named ichibi.
Mischievous Renegade: Type change to fox, make him untap target fox, and he's possibly too weak. Perhaps untap target fox creature or tap target non-fox creature?
Kitsune Guardian: Perhaps two separate abilities? Generally this is done as just target creature or player, but the creature type makes it a little odd. I would have it be one ability to prevent damage to target fox you control and one to prevent damage to target player.
Kitsune Striker: Target fox gains deathtouch until EoT.
Kitsune Shogun: Toughness boost is fine, but Hexproof is a blue and green mechanic. White barely got shroud at all, and when it did, it was for noncreature permanents or as an activated ability that used green, blue, or both colors of mana. Black doesnt get shroud. Look into a non-hexproof ability.
Ichibi Trainer: Rewording as above, otherwise fine.
Elder Navnik: Target Fox you control gains deathtouch until end of turn. Also there are synergy issues with him making 0/1s but granting deathtouch. Perhaps he should make 1/1s.
Elder Amon: Choose target fox creature you control other than Elder Amon. You gain life equal to that creature's toughness.
Kitsune Fledgling: Neat, very limited playable. Other than the fox creature type, he's fine.
Kitsune Lorekeeper: 2, Tap a fox creature you control other than ~: Draw a card. Activate this ability only during your upkeep. This ability is a little off-color, though. It's a very blue ability, I would suggest this card be reworked.
Spirited Kitsune: Creature type to fox, flavor text should read "its allies", with no apostrophe, its being the possessive form. As it is, it reads "to it is allies".
Kitsune Conscript: Weak. Even as a common, black and white can get better cards than this. Also the plural of Kitsune is Kitsune, not Kitsunes. "Even the Kitsune use conscripts", though that's still a little odd. Perhaps "Even the Kitsune use conscription", or "Even the Kitsune conscript".
Temple of the Fox: This land is too powerful. Compare it to Springjack Pasture. You also need to reword it a bit. If ~ would enter the battlefield, instead sacrifice a plains or swamp. If you do, put ~ onto the battlefield. Otherwise, sacrifice ~. Consult the oracle text for Lotus Vale. Perhaps you should do something like it coming into play tapped, and tapping with a cost of :SymWB::SymWB: for a 0/1 black and white fox token.
10th Tail: This card is pretty bad, I would rather have gorgon flail or Basilisk Collar all the time. In the context of limited, it's okay. Once again, in the flavor text Kitsunes ->Kitsune. Japanese nouns do not have a plural per se. The noun for one dog (Inu) is the same as the noun for 20 dogs, (Inu).
Rao's Salvation: A very weak card, considering Disentomb exists. It should reanimate to the battlefield, and it should say target Fox card in your graveyard. Cards not in play are cards, cards on the stack are spells, and cards in play are permanents. You can't just say target fox or target kitsune or whatever. Consult Nature's Spiral
Cycle of Kitsune Spirits: Whenever a Fox Creature would be put into ypur graveyard from play, you may exile that creature instead. When you do, put a 0/1 Black and White fox token named ichibi into play.
Power of Tails: The card seems a little strong at 3 mana. The type line should read Enchantment - Aura, and the first line of text in the card should be enchant player. It should start with "Whenever enchanted player". Change all mentions of kitsune to fox. The line about adding mana should be " that land produces an additional W or B". Also you can remove the bit about creatures, there aren't any noncreature foxes. This ability is also not very black/white. Bubbling Muck is the only card that does anything like this, and it's temporary. This effect is pretty much just green nowadays.
Basic Kitsune Trickery: This is a blue effect, not a white or black one. See Lat-Nam's Legacy and See Beyond. Its also overcosted.
Certain parts were done mostly out of flavor perspective rather then sticking fully to the color pie. They will keep the Kitsune subtype, simply because of the specific references. Just like the Shroud, this has been done out of flavor, it fits the Kitsune more then Hexproof would.
That said, all of your comments will be used in the fixes. I'll give the Ichibi tokens Defender, so that Glorious Anthem and friends will not break the Ichibis. They are meant to be fuel for Rao as well as extra defenses rather then ever going on the attack.
A few more specific comments:
Rao Tsuneki is meant to be the gamefinisher for the Kitsunes. The obvious combo with Rao the Ascended meant it could play in both black, white, and hybrids, without worrying for its mana cost.
Lorekeeper - I felt the Kitsune deck needed a little form of drawpower, else it just felt too weak. I see where you're coming from with the color pie, do you recon there is a better way to make it work?
Conscript - I figured giving both Black AND White a Bear wouldn't really fit well, specifically for Color Pie issues. Hence I made the common version a bit less tough.
Cycle of Spirits - Perhaps I'm wrong on the rules here, but wouldn't a Rao's Attendant + Cycle allow for two tokens instead of one, going from both triggers?

As for the cards. Just don't give the shogun shroud, give him a flickering spirit ability. White doesnt get creatures with shroud.

Conscript: Even if you don't want to give them a bear, they get better cards than this. Just look at Armored Warhorse and Child of Night.
Rao tsuneki is still a bad finisher, strategically much less useful than say, Grave Titan. Even if he's big, he's just a really big guy. I would recommend reworking him completely. Consider that he costs the same as Kuro, Pitlord, Reya Dawnbringer and Iona, Shield of Emeria. My suggestion is that rather than just making him a really fat guy who's going to be smaller than Serra Avatar pretty often, you make him do something else. Decks that make a lot of tokens are generally not in need of just having a big guy. Make him have an effect and make him smaller.
Shogun has been altered too, sorta like Flickering Spirit but a bit different. The lorekeeper has been altered as per your suggestion as well.
I also altered Rao in order to make her replenish your hand for every Fox you cast. Now that the Ichibis have defender, the Kitsunes can't use them to pull a powerful attack anymore with boosting stuff.
As far as Conscript goes, well, since he's versatile with mana I figured I'd stick to 2/1. It'd probably not be used, true enough.

As for your comments:
Would it perhaps be better to make her ultimate a -1, and conjure up a proper ultimate for her? Because I agree it does seem weak now.
Rao's trample stems from the idea that she is pretty much an ultimate beast - yet with intelligence beyond that of most humans. Therefore, using her more beast like side she would be able to trample. It makes more sense flavorwise then colour wise, yes.
I'll edit the Shogun's mana cost.
