ok so I know that this card would aggravate many players if it was every printed but it is designed to but its caster and anyone else for that matter time to breathe.

It's a 1/1 insect with Platinum abilities? That's like giving a little whelp the stuff Dragon Tyrant has. Use some flavor, people!
The flavor is here, I think. It's a swarm of insects (Translated to game mechanic as a single insect) that keeps anyone from doing anything because they're all over the place and everywhere and it sucks and- Yes. If the fact that they're "Platinum" insects is that big of a deal, the name can be changed and convey this flavor of fog even better.
Balance? I'm not sure. The thing isn't indestructible, and it's only a 1/1, so removing it shouldn't be too hard. It seems ok to me...

One problem here is there is no "X can't be 0." I can give it Vanishing 0, and the last time counter would never be removed because it didn't have any. That way, if they don't have any way to remove it (and I'm sure you can protect it some way) it probably stays around until you're ready to get rid of it.
If you all will note each player gets one so if I pay 0 for X then I have to go back and find a way to get rid of each counter I gave to myself and all the other players.
Also isn't there a spell that destroys all artifacts with the same name? cause that shuts this down cold.
would that cause to much of a problem???

No. No it doesn't give each player one. In fact, it doesn't even say you put it on the battlefield. The implications were that you get the token because unless it says otherwise, that's what token producers default to.
If that's what was intended, you left it out.
