It's been awhile since I've done this so let's see if I can get my creative juices flowing again. Probably messed up with the format, though.
Traumatic Invocation :3mana::symu::symb: Sorcery (MR)
As an additional cost to playing Traumatic Invocation, discard two cards.
You may play an instant or sorcery from your graveyard without paying it's mana cost. If that card would be put into your graveyard this turn, exile it instead.
Hmm... Sins of the Past for cheaper, with a built-in discard? Not sure... I think the most frequent use of this would end up being a turn three Cruel Ultimatum.
Seems too strong when you pair it with something like Sway of the Stars or, yes, Cruel Ultimatum. Four mana, pitch ultimatum and a fatty, cast the ultimatum from your graveyard and return the fatty to the battlefield... seems ridiculous.
It would be OK if it made you discard two permanent cards, but I suppose that's moving away from the card's original intent. Maybe it would be printable at 2UUBB.
You also have a minor wording issue: If you exile the card immediately, then it will never resolve. See the wording of Sins of the Past: "If that card would be put into your graveyard this turn, exile it instead."

A designer knows he has achieved perfection not when there is nothing left to add, but when there is nothing left to take away.
Actually it does. Black almost never touches instants and sorceries in yard, especially to play them right then. Six mana for this would seem fair, but then the drawback would be to much. Maybe 5 and then it would be fine.

Doesnt need to be blue.

Blue also doesnt cast too much from the yard, rather than yank instants and sorceries from it.
