Normally Planeswalkers are the most mythic things around, but there is a dark corner of the multiverse that attracts novice Planeswalkers, sucks them in and prevents them from leaving. On this god-forsaken plane, diverse magic is plentiful and you can't swing a cat without hitting a Planeswalker. Due to local time warps countless walkers have lived and died in the blink of an eye.

Planeswalkers and legendary creatures have similar flavor in representing a single specific character. An uncommon legendary creature like Nagao, Bound by Honor or Sachi, Daughter of Seshiro is already someone that is well known with widespread acclaim and easily called upon. Common legendary creatures would be pushing it too far. Likewise, Uncommon planeswalkers would already be pushing it and making common planeswalkers would be completely silly from both a flavor and a mechanical design perspective.
All that said, let me just assume that these were all at least uncommon. First, there should not be multiple version of a planeswalker at low rarities, and more specifically if this was a cycle in a set there should only be one of each. New versions of planeswalkers should not happen right away and they should highlight how the planeswalker has changed or grown mechanically since the last time they were printed. New versions should not just be "oh yeah, I know this spell also".
Next, a planewalker should have different options. These are essentially just one ability each or small twists on the same ability. Single ability planeswalkers might as well just be enchantments of some kind, like Orcish Oriflamme. Since you have multiple versions of planeswalkers each with only one or two abilities, you could easily combine them together onto a single card.
Also, a planeswalker should also have an ability that is always playable in spite of any targeting or cost restrictions. If a planeswalker's abilities all target creatures, then he can't build up or do anything at all if there are no creatures out.
Lastly, a planeswalker should be at least converted mana cost 3 and should have at least two colored mana in its mana cost. You should not be able to play a planeswalker too early, and you should have some small amount of dedication to a color to play a planeswalker.
So combining that all together, maybe something like:
Rak Oaso1GG Planeswalker - Rak (U) /+1\: Put a +1/+1 counter on target permanent. If it is a Forest, it becomes a 0/2 green Treefolk creature until your next turn. It’s still a land. [0]: Target creature gains trample and provoke until end of turn.
\-2/: Search your library for a basic land card, put it onto the field tapped, then shuffle your library. [2]
It doesn't really have an "ultimate" ability, but I think that isn't necessary for an uncommon planeswalker.

edit: Silvercut basically summed it up a lot better and nicer than I would have. What makes a planeswalker a planeswalker is the uniqueness of the being. Multiple versions of a planeswalker at common or uncommon are called Legendary creatures, basically. A planeswalker should never be anything other than mythic because of the flavour and overall power level.
