Emotional Outburst - X1R
Instant (U C)
Target creature gets +X/+0 and gains first strike and trample until end of turn.
Enrage is fine, but usually I feel it's main purpose is to hit the opposing player with an extra X power when you get through unblocked. I think this variant is playable, but geared a bit more toward combat (good on the attack or on the defense).
Taste of Blood - B
Instant (C)
Target creature gets -1/-1 until end of turn. You gain 1 life.
Feels kinda vampiric to me.
Sling - R
Instant (U)
Target player sacrifices a creature. That creature deals damage equal to its power to you.
emotional outburst - seems fine to me. Is the name a placeholder? I can't tell. Is there a reason this and Enrage have to be uncommon, or would common be fine?
taste - fine, if a little meh. If you wanted to make it more vampiric, you could add "you may put a +1/+1 counter on target vampire."
sling - great idea. If you're going to cost it at :2mana::symr: though, why not give it the added functionality of being a fling? Let the controller of the sacrificed creature choose who gets hit with its damage.
Emotional Outburst = Sure, that looks good to me.
Taste = Nice one! Maybe call it "Taste of Blood."
Sling = Good idea. I don't think it needs to cost more than Diabolic Edict as it is, so 1R would probably be fine. I like Sleeper Agent's idea, too, though the wording might be awkward.
You're right, common would be fine on Emotional Outburst.
And Taste of Blood is a great idea, thanks!
As for Sling, hmmmmm.
Sling - 1R
Instant (U)
Target opponent sacrifices a creature. He or she may have that creature deal damage to target creature or player equal to its power.
Now it's almost exactly a Fling for the other player. I really like that it can have the same mana cost, even. I wonder if it's playable?
I would definately play Sling, Rancor. They can kill you with the right creature, but they'll be losing a hefty one. It's their choice, and I like it. I would argue the mana cost, though, since it just doesn't seem very... :1mana::symr: to me. I keep feeling this should be a :symr:, because you're basically paying life to make them sac a creature. (Of their choosing, no less.)

Enrage is uncommon because like Blaze it would be a bit swingy in limited. First strike makes this card a strong combat trick, and trample doubles it as a pretty decent finisher.

Otherwise you just choose your opponent for both targets, but barring Mindslaver shenanigans they will most likely not choose to have the creature deal damage to themselves so it is just a red Diabolic Edict.
Emotional Outburst better get promoted to Uncommon, or else. This is mostly for reasons that it ALSO gives trample, which is very relevant. (NB - I consider Enrage partly a common by today's standards; just look at firebreathing creatures in general.)
Taste of Blood is quite fine.
Sling I think would be doable at 2R, but would need testing.

Hmmm, now those are some tasty rakdos instants I think
I just wanna note that a difference between Sling and Fling is that Fling itself deals the damage while Sling has the sacrificed creature deal the damage. As written, this will create interesting interactions when it comes to abilties like lifelink, etc.

Good point. I think it's better for flavor when the creature itself deals the damage.
I still think the outburst could be a common, but I guess it's fine at uncommon too.

Basically a forced Fling. 2R?

Yeah, and that would kinda be like Grab the Reins in a way.
That would be a great reply to a first turn Birds of Paradise
