Gang up really should be "Any player can pay 4". Also have you considered making your opponent pay life instead? That way the person on the lowest life has to pay even more life to stay in the game.

also why would anyone pay the 5 mana to gain control of corrupt officals? Do you mean "Target player gains control of corrupt officals"?
Also corrupt officals sounds like it should be a creature from the name.. have you considered making it a 0/3 or something?

If I am not posting in the custom card creation forum something has gone horribely wrong.
Gang Up is meant to have the flavor of two players taking down the weakest one by pooling their resources into a mega spell, thus the reason the other player pays.

The only one I really like is Secret Communications Line. Multiplayer cards should at least work one-on-one. This one certainly does. The real plus of this card is it's buddy-making ability.
It does, however, cost too much. It's flipped howling mine. Granted, this does negate the usual drawback of "Draw another card, nix your mine" so I think UB would be a fair cost. This is definately an Enchant opponent or Enchant another player card.
This is, of course, unless you actually intended it to be choose a player rather than choose an opponent. If that's the case, the card is silly. Choosing yourself would get you too many cards for what you're paying for.
