The Infectee could just get +1/+1 for each -1/-1 counter on it. Either phrase will accomplish the same thing, although the latter is more identical.

YES! Virulent is in fact awesome. Makes so much sense too..
However the whole "doesn't lose P/T due to counters" card is kind of awkward and I don't get Virus Breeder since if it worked like modular 0 -1/-1 tokens would cross over as it has virulent 0 but the mechanic itself is great

If I am not posting in the custom card creation forum something has gone horribely wrong.
No, Virulent is like Modular in that all counters will be transferred, not just the ones the ability provides. Virulent 0 just means it doesn't start with any -1/-1 counters, but will pass them on.
For the Infectee, I feel like just giving it +1/+1 is mechanically a lot more elegant. It looks a little odd, but essentially it's the same thing and the other wording could potentially have weird interactions with other cards.
For example, a card that said "Target creature with a -1/-1 counter on it gets -3/-3" would/could ask the Infectee if the spell is the fault of the encounter. You could argue that it isn't, but you could argue that it is. Also, is power and toughness lost, or just decreased?

I'd make it a 6/6 with Virulent 1. As we have seen already, it creates some confusion.

Also, Virus Breeder doesn't need a number - just 'Virulent' is fine, going by stuff like Maelstrom Djinn, Delay, etc.
