Iced Tear Rain - No. NO NO NO. There is no way multi-LD should cost 3 mana. This card should not cost less than 2BRG.
Just FYI, {wu} in mana tags is (W/U), there's no slash.
Sure 'Flam could be cheaper than 3R, but I don't care for it at 1R. That makes it good in relation to say Crusade, it's more splashable due to the inclusion of colorless mana in the cost. 2R would still be good, comperable to Glorious Anthem in many ways.
Oriflamme seems fine to me, I think the main issue is that it's a useful red global enchantment, which you don't see too often. Also, in Standard these red global enchantments are almost always rare, with the exception of the two tribal enchantments from Lorwyn: Boggart Shenanigans and Rebellion of the Flamekin.
Between Kathari Screecher and Cloud Elemental, it seems fine for blue at :2mana::symu:. Between Burrenton Bombardier and Wild Griffin, it seems fine for white at :2mana::symw:. There might be trouble giving one card to both for just two mana, though. I mean, a 2/2 flying for :symw::symu: is obviously fine, so maybe...
While not especially easy, it is worth considering that you can play the LD spell on turn two with Birds and how do you plan to recover from that? There needs some limiting factor, like a nonbasic targeting restriction or an Imperiosaur-like mana restriction. A turn limitation like Serra Avenger could also work, but my point is that it needs something along those lines.

About the aven, my thoughts were that white has leonin skyhunter so that should be fine, WU has azorius first-wing, that is a 2 cost flier with an additional ability, the problem is mono blue, as i cannot find a direct comparison, technically phantom warrior costs just 1 more and has a better form of evasion, so i thought it should be fine, but on the other hand it doesn't have reach, so it's not an exac match.
On the rain, even with birds it needs 3 specific mana, maybe in another enviroment without so much mana fixing it would be balanced, right?
Mono-blue simply can't have a 2/2 flier for two. What about a 2/1?
The LD is way too overpowered. This on turn two is game over. On turn three, it's still pretty much game over. I agree 2BRG is a good cost for it... or just be more creative with some sort of restriction.

Rain of Salt says that two lands should cost six mana. Feast of Worms seems to agree, dropping a point of mana for a condition. BRG to destroy two nonbasic lands would be acceptable, in my opinion. To hit any lands, however, I think you ned to be at least at 1BRG to get away with it. 3CD would probably be the best cost though. Four is too cheap, but five mana and three colors is unplayably expensive. Pick something from 3R(B/G) and it seems fine by me.
The flier could probably be 1/3 or 2/1 for the cost, but 2/2 is a no-go.

I think the Oriflame is fine. No real problems there. Although I'd probably bump it up to RR so that you can't splash it.
I agree that the Aven is a little too powerful. 2W/ is the perfect cost. If you want it as a two drop, you have to give it some sort of drawback. Maybe just a condition that isn't necessarily a drawback, like a cip:Rescue or something?

Even at 4, destorying two lands (even if one has to be nonbasic) is just way way too powrful Think about it: Your reduced to 1 lands on turn 4(assuming the land D player has accel or is on the play?)??? Assuming you have another land (not a given in an aggro deck) then your likely stuck on 2 for several turns. In control, you might reach 3 but getting above 4 would still be very difficult and you'd probably be dead by then. All of that's assmuing there's no land destruction deck at all just this card. If theres even 2 other stone rains in the format, this card is probably game on the spot.
The nonbasic part is essentially irrelevant in competeive play because most or all lands are nonbasic and that's not about to change.
Thus, nonbasic clause or not this has to cost 5 IMO. 2RGBwould be fine and playable.

I think it would be thrown into uncommon. It's not good enough to justify rare. Consider that the original is an uncommon, Lumithread Field is common or Angelic Sheild is uncommon, both of which are functional inverses. Flowstone Surge is an uncommon.

I wasn't saying it should be rare, but only that currently Wizards' design philosophy seems to shy away from red global enchantments at common or even uncommon. It probably would be fine at uncommon, yeah.

As others have said, the land-destruction spell is grossly overpowered at 3CC. It needs to be 5CC or have a nice drawback, like hitting yours as well.
