v1 however seems like a realy great idea to me. plus, it's like a reverse relentless rats: the more you have in your deck, the worse they get.
What about something like:

As long as you control a goblin (or any other requirement really, two basic lands, three mountains, etc...), Living Hills is a 2/2 goblin creature.
I like the idea of v1, but the restrictions should be a little different.
Goblin Hoard
Land Creature -- Swamp Goblin (U) (CARDNAME isn't a spell, it's affected by summoning sickness, and it has "T: Add B to your mana pool.")
CARDNAME is black.
You can't play CARDNAME's activated abilities unless you control a basic Swamp or basic Mountain.
CARDNAME can't attack or block unless you control another Goblin.

Um... The issue with tribal land is that they don't have a cost and can be played early. Land Creatures take up a land drop and are just as easy to remove as creatures.
BTW, there are much better tutors for lands with basic land types then for any creatures.
