When ~ or another nighstalker comes into play under you control, each other player loses 1 life. You gain life equal to the life lost this way.
Whenever ~ deals damage to a player, instead put that many 1/1 black nighstalker creature tokens into play.
"If ~ would deal damage, instead xyz". The "whenever" wording implies that the damage has _already_ been dealt, while the "instead" wording implies it as a replacement effect and damage _won't_ be dealt.
I initially posted that as well (since no player has priority), then looked up the rulings on mana abilities :
411.2. A player may play an activated mana ability whenever he or she has priority, or whenever he or she is playing a spell or activated ability that requires a mana payment. A player may also play one whenever a rule or effect asks for a mana payment, even in the middle of playing or resolving a spell or ability.
I could be wrong, though.

This ability is black. It's neither white nor green, which means the card can't be a hybrid as long as it has got this ability.
Rhystic -- When CARDNAME comes into play, put a charge counter on it unless any player pays :1mana:.
Reason being, I don't think other players can play mana abilities "as CARDNAME comes into play".
