Study X (If you've drawn a card this phase, you may play this card any time you could play an instant by paying X rather than paying its mana cost.)
A mechanic, of course, isn't good without an example.
Dog Harasser - B
Creature - Human Rogue
Study - 2B
As Dog Harasser comes into play, if you paid the Study cost, destroy target nonblack, nonartifact creature.
1/1
Cat Botherer - 2U
Creature - Human Wizard
Study - End the turn.
1U: Return Cat Botherer to its owner's hand.
2/2
Rat Annoyer - 2R
Creature - Human Barbarian
Study - R
Haste
If you paid the Study cost, Rat Annoyer comes into play tapped.
2/2
Sindbadjust barely manages to work, because you are given forewarning what you're going to do with that card.
I thought I saw a potential fix, but the fact is, you're never going to be able to say you just drew ~this~ card. To do so, the player would have to *always* be careful not to touch the card to other cards in hand, because the moment he does, the UTR/MFR (I don't know; I'm not a judge, notice) says that the card is indistinguishable from other cards in hand. There are very skilled users of legerdemain out there, and the rules assume the worst.
So yeah... it's a doomed project. Sorry LSK.

When CARDNAME is put into your hand from your library, you may reveal it and pay 2B. If you do, put it into play and destroy target nonartifact, nonblack creature.
Sorry notjohn. There'd be no way to tell honestly because it's moving from one hidden zone to another.
EDIT: there is an incredibly inelegant way to fix this. However, Study is a good idea, unlike Substance. (shudder.)
If all permanents with Study have "As long as this card is in play, play with your hand revealed;" then that would ensure knowing when you draw what.
Unfortunately...this means that no instants/sorceries could ever have Study. :(:(
I really like the idea. You can come up with some creative ways to play these. Might need some work still. Not sure what it needs since I'm not really good at helping creating abilities.
If you've drawn a card, it is now in a hidden zone (your hand, where your opponent can't see it). If he can't see what you drew, there is no way for your opponent to know if the card you are playing is the one you drew. Sure, you can say, "I've just drawn this card and play it", but its still a complex card-tracking issue.
edit: damn, posted too slow.

Study X (If you would draw this card you may instead reveal it and play it for X)
This is close to the sinbad wording. They could put some thing in the rules primer that says you must choose to pay a study cost before actually putting it in your hand.
Goblin fire-eater-1R
creature-goblin shaman
Study2R
When ~ comes into play, if the study cost was played, you may deal 2 damage to target creature, if you do sacrifice ~.

The about card is the first card I have ever made. Would the wording "...if the study cost was played sacrifice ~ and deal 2 damage..." be better? I was thinking about a 2/2 for WW or so with a study effect that kills creatures with CMC over 3
Hmmm...I'm pretty sure there was something similar in the forum somewhere... and I think we got it to work. Maybe try searching... It was something like:
<Mechanic Name> As you draw this card, you may reveal it. If you do, you may play it for its <mechanic name cost.>
You draw the card, look at, and reveal it before it hits your hand if you want to play it. If it hits your hand... no dice.
I was hoping the wording on study would prevent "before you begin the game" shenanigans (though that might open up some... interesting design space).
As I thought about the Study - 0 cost here and decided that as long as it didn't Study from your opening hand the card was fine. As when its drawback is compared to Street Wraith it becomes the difference between randomly losing 2 life and Mulliganing (or starting with a sub-par card in hand) in exchange for a "56 card deck".
Study X (You may play this for X as you draw it.)Study X (If you've drawn a card this phase, you may play this card any time you could play an instant by paying X rather than paying its mana cost.)

Anyone else want to try their hand at examples?
EDIT: If you wanted to make this work in paper magic (the variety that most people play), you could use a variant:
Study X (When you draw a card, you may play this for X.)
Yes, it breaks a rule about the draw step. No, I don't mind. It's slightly different but not so different as to ruin the essence of the mechanic.

Hey, you! Yeah, you behind the computer screen! You're unconstitutional.

Bug Disgruntler WW

First Strike

Bug Disgruntler gets -1/-1 and loses first strike if you paid its Study cost.

Another excellent LSK creation! I'd doff my hat if I wore one.
EDIT: Damn! Foiled again by H_H's hidden zone tech!

Is there no way to make this somehow passable?
EDIT: I had an idea. Check main post.

If you've drawn a card this phase, you may pay <cost> rather than pay this card's mana cost.

Well, now that we've got this working, we may as well make cards with it. I'm rebalancing my original 4.
