The "norm" cycling cost is 2, unless the card has a cycling effect, so there's no reason Ring of Wisdom should make it cost more than that. And there's already a card named Rain of Tears, just FYI.

Cards with cycling will still have their normal cycling cost; this is not a replacement effect. IMO making ALL the cycling it generates be 2 is overpwered.

Backflip - Pretty weird (especially the 'putted' :p), but I really like it.
Bridge of Air - Why would anyone play it by suspending it? I assume if you play it from the RFG zone, you can't play another land the same turn, thus making the suspend option very unappealing.
Horyzon - Very nice.
Ring of Wisdom - Pretty nice. Could cost less; say, :4mana:.
Rain of Tears - I'm always scared of too many 3-mana LD on an environment. I'd cost this at 3R. Even so, buyback LD is always pretty scary. (name taken, BTW)

Yeah, just found out that the land will indeed considered as "played" even by suspending it... any ideas of how can I fix it? Edit: I think that the ring's cost is justified considering the fact that it has cycling iteslf, and cycling on cards always make them cost more.

Upping the cost to cycle is a good exchange for being able to cycle anything you want. I think 3 is fairly reasonable for being able to cycle any card in your hand. Anything less would border on dangerous, especially when you factor in Fluctuator.

Backflip — I like this except it should only work with cards that are played and not copies of spells, otherwise spells like Gigadrowse would just be crazy. I think it would start like Eye of the Storm:

Bridge of Air — A few key words are missing from your revised wording that would simplify and cut down on the words needed. It works really nice with Crucible of Worlds and Sakura-Tribe Scout.
As Bridge of Air comes into play, if you played it from your hand, it comes into play tapped and doesn't untap during your next untap step. Otherwise, you may put a land card from your hand into play.
Horizon — Not really too overpowering. You are not going to be able to use it for early game mana fixing, but mid to late game splashes wouldn't be a problem.

The Onslaught block had several cards with cycling 3. And I think it's best if the cycling granted by Ring of Wisdom was more expensive than the norm. Ring of Wisdom — Broken in half by Decree of Silence, Decree of Pain, Decree of Annihilation, and Decree of Savagery. But other than that, it looks good. It would be better if it was just a regular activated ability like Compulsion. What do others think about this point?
